Land Handover Details for Quảng Ninh’s $2.2 Billion Gas-to-Power Project

Residents with land in Phase 1 of the Quang Ninh LNG Power Plant project in Cuong Ong Ward have signed compensation agreements and handed over their land to the investor, paving the way for the plant's construction to begin.

In an exclusive interview with Tiền Phong, the leadership of Cửa Ông Ward, Quảng Ninh Province, revealed that they have convened a meeting with nine organizations and individuals owning land within the Phase 1 boundary of the project, alongside the project investor’s representative.

Following multiple dialogues and the residents’ expressions of their wishes to the investor, all residents have now agreed to sign the compensation confirmation.

“This is a key project for both Quảng Ninh Province and our locality. We are expediting the inventory process to promptly hand over the land to the investor for the next steps,” shared a representative of Cửa Ông Ward’s authorities.

Additionally, the ward is planning to conduct an inventory for the land recovery in Phase 2 of the project. The Quảng Ninh LNG Power Plant Project spans a total planned area of nearly 110 hectares, including 68.7 hectares of sea area and 41.12 hectares of land for clearance, affecting 13 households and six organizations. To date, Cửa Ông Ward has completed land clearance for approximately 4.9 hectares.

According to Tiền Phong’s investigation, the project commenced in late 2021 and is divided into two phases. However, it faced challenges in recovering land from eight households and one organization due to low compensation rates, which the residents did not accept.

Furthermore, the project has undergone continuous adjustments, including changes to its objectives, scale, implementation location, and land and water usage areas.

In mid-September 2025, following a field inspection by Mr. Lê Văn Ánh, Vice Chairman of Quảng Ninh Provincial People’s Committee, the province issued a directive requiring Cửa Ông Ward to review the entire boundary, area, land type, and assets attached to the land. This review will inform a compensation and resettlement support plan in accordance with regulations. The ward’s authorities are also tasked with collaborating with the Fatherland Front Committee to mobilize, dialogue, and persuade residents.

In cases where consensus cannot be reached, the People’s Committee of Cửa Ông Ward will develop a land recovery plan through coercion, ensuring compliance with legal procedures. The goal is to complete the handover of 25 hectares in Phase 1 to the investor by September 30.
