The Hanoi People’s Committee has submitted a proposal to the City Council for approval of a major infrastructure project: a direct road linking Gia Binh Airport (Bac Ninh) to Hanoi’s city center. The project, valued at approximately VND 32.97 trillion, is proposed under a Public-Private Partnership (PPP) model using a Build-Transfer (BT) contract.
According to the Hanoi People’s Committee, this initiative aims to establish the shortest and most modern route from Gia Binh Airport to Hanoi. It is expected to alleviate congestion at Noi Bai Airport, enhance logistics and e-commerce efficiency, and support international diplomatic activities, including state visits.
The project includes a new 7 km road segment from the Bac Ninh border to the Hanoi-Ha Long and Hanoi-Thai Nguyen/Ring Road 3 highways. Additionally, a 6.55 km section overlapping with the Hanoi-Thai Nguyen highway and Ring Road 3 will be expanded from 35 meters to 120 meters.
Two interchange ramps, each 2.5 km long and 14 meters wide with three lanes, will directly connect Gia Binh Airport to Tu Lien Bridge. The total land requirement is approximately 290 hectares.
The route will pass through Thuan An, Phu Dong, Thu Lam, and Dong Anh communes in Hanoi, as well as Tu Son and Phu Khe wards in Bac Ninh.

The project is scheduled for implementation between 2025 and 2026. Compensation to investors will be provided in the form of over 720 hectares of land in Phu Dong and Thuan An, Hanoi.
Three land parcels, totaling approximately 723.3 hectares, have been identified: Parcel 1 in Phu Dong (266 ha) under the N9 Urban Subdivision Plan, Parcel 2 in Thuan An (134 ha) in the Eastern Expansion Area, and Parcel 3 in Phu Dong (323.3 ha) also in the Eastern Expansion Area.
The proposed investor for this project is Sun Group Corporation.
The Hanoi People’s Committee emphasizes the project’s necessity and alignment with urban planning, urging the City Council to expedite approval. The proposal is expected to be reviewed during a special session on September 29.

Located approximately 40 km from Hanoi, Gia Binh International Airport (Bac Ninh) broke ground on August 19, 2025. It is slated for completion and operation by late 2026, in time for the 2027 APEC Summit.
Spanning 1,900 hectares with an investment of VND 120.8 trillion, Gia Binh Airport will be larger than both Noi Bai and Tan Son Nhat (1,500 hectares), second only to Long Thanh Airport (5,000 hectares).
Designed as a 4E-class airport, Gia Binh will handle up to 30 million passengers and 1.6 million tons of cargo annually. It will accommodate aircraft such as the B777, B787, A350, A321, and specialized aircraft.
By 2050, the airport plans to expand its apron to accommodate 123 aircraft positions, with further expansion options available. Passenger capacity is projected to reach 50 million annually, with cargo capacity increasing to 2.5 million tons per year.
