Official Groundbreaking: Launching 10 Key Projects and Infrastructure Initiatives for APEC 2027

Deputy Prime Minister Nguyen Chi Dung emphasized that the projects serving APEC 2027 demonstrate the seamless collaboration between the central government and local authorities, as well as between the state and businesses. With the upcoming synchronized infrastructure system, Phu Quoc will not only be the destination for APEC 2027 but also a symbol of an innovative and creative Vietnam, striving towards the goal of becoming a developing country with a modern industrial base by 2030.

On the morning of September 24th, at Phu Quoc Special Economic Zone (Kien Giang Province), Deputy Prime Minister Nguyen Chi Dung attended and delivered a speech at the groundbreaking ceremony for projects serving the 2027 APEC High-Level Week.

The key projects launched today include: Provincial Road DT.975 (section from DT.973 – Phu Quoc International Airport – DT.975 – DT.973); Cua Can Lake; underground infrastructure in Duong Dong area; underground infrastructure in An Thoi area; investment in technical infrastructure and digital transformation, construction of the Smart Operation Center for comprehensive management of Phu Quoc City; construction of embankments and land leveling for the APEC Conference Center and functional facilities; investment in the construction of the An Thoi Resettlement Area.

Simultaneously, the event marked the commencement of projects such as the Bai Bon Waste Treatment Plant (Ham Ninh), An Thoi Solid Waste Treatment Plant, and the Cua Can Water Treatment Plant.

These 10 pivotal projects not only directly serve the 2027 APEC High-Level Week but also establish a sustainable infrastructure foundation, contributing to the development of a green, clean, smart, and modern Phu Quoc, thereby improving the livelihoods of residents and addressing existing bottlenecks on the island.

Comprehensive Preparations to Seize Strategic Opportunities

Speaking at the ceremony, Deputy Prime Minister Nguyen Chi Dung affirmed that Vietnam’s hosting of the 2027 APEC Year is a great honor for the country and an opportunity to reaffirm its role as an active, proactive, and responsible member of the Asia-Pacific Economic Cooperation Forum.

This is also a strategic chance to elevate bilateral and multilateral relations, promote diplomatic values, economic development, and enhance the country’s image.

Preparations for the 2027 APEC Year are being comprehensively implemented under the guidance of the Party Central Committee, the Government, and the Prime Minister, divided into three phases: 2025 for full-scale launch, 2026 for substantial completion, and 2027 for hosting, with the focus on the APEC High-Level Week. Infrastructure preparation and upgrading are prioritized at present.

Phu Quoc Special Economic Zone holds a strategic geographical position in the center of the Asia-Pacific region, with deep-sea ports and a modern international airport, offering convenient connections to major global economic hubs, along with a rich tourism ecosystem.

“This is the culmination of strategic, natural, and sustainable development factors,” shared Deputy Prime Minister Nguyen Chi Dung, adding that Phu Quoc’s selection by the Party and State to host the 2027 APEC Conference is a significant diplomatic and political activity for the nation.

On May 17th and June 1st, 2025, the Prime Minister and the Government issued Decision No. 948 and Resolution No. 01, assigning the People’s Committee of Kien Giang Province (now An Giang Province) to implement infrastructure projects for the 2027 APEC Conference in Phu Quoc Special Economic Zone.

Accordingly, 15 tasks related to 21 projects with 11 specific policies were assigned, including 6 policies for essential infrastructure projects and 5 for the development of Phu Quoc International Airport.

The Party Central Committee, the Government, the Prime Minister, and relevant ministries have given special attention and maximum support, creating all conditions for the province and investors to implement infrastructure projects serving the 2027 APEC Conference, aligned with the sustainable development of Phu Quoc and An Giang Province.

Driving Long-Term Local and National Development

The launch of 10 key infrastructure projects, part of the 21 major projects serving the APEC Conference, represents modern and synchronized infrastructure that not only meets the conference’s needs but also promotes long-term local and national development.

In terms of transportation connectivity, the DT.975 Provincial Road project will create a vital traffic axis, directly connecting the international airport with key areas, ensuring smooth travel for international delegations and tourists, while boosting logistics and domestic tourism.

Regarding water resources and the environment, the Cua Can Lake and Water Treatment Plant project will provide a stable, sustainable clean water supply for residents and tourists, contributing to the protection of the island’s ecosystem. Additionally, the Bai Bon Waste Treatment Plant, An Thoi Solid Waste Treatment Plant, and Bai Bon Waste-to-Energy Plant will apply advanced technology to convert waste into clean energy, aiming for a green, clean, and beautiful Phu Quoc, environmentally friendly.

For urbanization and underground infrastructure, the projects in Duong Dong and An Thoi areas will create a modern urban landscape, reduce pollution and disaster risks, and provide high-quality living spaces for residents, serving as a foundation for international events, including the 2027 APEC Conference.

Furthermore, the An Thoi Resettlement Area project will ensure social welfare, support residents in stabilizing their lives, and clear land for major projects, demonstrating a balanced, sustainable, and humane development approach.

In digital transformation and smart management, the investment in technical infrastructure and the Smart Operation Center for comprehensive management of Phu Quoc City will serve as the digital “brain,” applying technology to monitor traffic, environment, and security, helping Phu Quoc become the first smart city in the region, ready for international integration.

According to Deputy Prime Minister Nguyen Chi Dung, these projects, with investments totaling thousands of billions of VND, reflect the close coordination between the central government and local authorities, as well as between the State and businesses.

With the upcoming synchronized infrastructure, Phu Quoc will not only be the venue for the 2027 APEC Conference but also symbolize an innovative and creative Vietnam, striving to become a developing country with modern industry by 2030.

The Deputy Prime Minister commended the proactive, responsible, and decisive efforts of ministries, sectors, and An Giang Province (formerly Kien Giang) in resolving difficulties and accelerating administrative procedures for today’s launched projects.

Particularly, he acknowledged and praised the residents in project areas for their consensus and support in project implementation and land clearance.

Striving for Project Completion 3-6 Months Ahead of Schedule

Noting that today’s launch of 10 projects is just the beginning, with much work ahead and potential challenges, the Deputy Prime Minister directed several key tasks to ensure the projects’ completion with safety, quality, technical, and aesthetic standards, meeting deadlines.

First, ministries, sectors, agencies, and especially An Giang Province must focus maximally, upholding the spirit of “saying and doing, committing and delivering”; striving to complete projects 3-6 months ahead of schedule, ensuring the best quality, creating the most beautiful and impressive spaces for international friends.

Second, central ministries and sectors should strengthen inspections and supervision; proactively support and collaborate with the An Giang People’s Committee to address arising difficulties.

Third, An Giang Province needs to regularly inspect and review the implementation procedures of bidding packages, projects, and works to ensure legal compliance; proactively coordinate among agencies to resolve issues at the grassroots level, promptly reporting beyond-authority matters; urgently complete necessary investment procedures for the remaining projects, aiming to commence all projects by October 2025; care for residents’ livelihoods, resettlement, and production stabilization, ensuring new living conditions and jobs are equal to or better than before.

Fourth, investors, consultants, supervisors, and contractors must demonstrate the highest responsibility, comply with investment project management laws; swiftly implement construction with safety, quality, and efficiency, striving to complete ahead of schedule and bring projects into operation.

Fifth, political and social organizations, associations, and residents, especially those affected by projects, should continue supporting and creating conditions for project implementation; actively participate in supervision and social critique to ensure projects are completed on or ahead of schedule, preventing negativity and waste.

The Deputy Prime Minister expressed confidence that with the support of Party General Secretary To Lam, Prime Minister Pham Minh Chinh, the Government, central ministries, and the decisive leadership of An Giang Province, along with the efforts of contractors, investors, and consultants, the projects serving the 2027 APEC Conference will be completed on time, ensuring quality and contributing significantly to the event’s success and the comprehensive development of Phu Quoc, An Giang Province, and the nation.

In this spirit, the Deputy Prime Minister declared the commencement of 10 projects serving the 2027 APEC Conference, celebrating the 1st Congress of the An Giang Provincial Party Committee for the 2025-2030 term.
