The Ministry of Justice is reviewing a draft resolution by the Government to allow eligible Vietnamese citizens to gamble at select casino projects. The draft is spearheaded by the Ministry of Finance.

According to the drafting agency, the pilot program allowing Vietnamese citizens to gamble at the Phu Quoc casino ended on January 1, 2025. Therefore, regulations are needed to either terminate or continue this permission to ensure business operations.
Additionally, the Van Don casino project has been granted a 3-year pilot by the Politburo from its operational date and has received investment approval from the Prime Minister, with investor selection underway. The Ho Tram casino currently operates exclusively for foreign gamblers.
The resolution aims to formalize the policies of competent authorities, ending the pilot and officially allowing eligible Vietnamese citizens to gamble at the Phu Quoc casino (An Giang) and piloting this permission at the Van Don (Quang Ninh) and Ho Tram (Ho Chi Minh City) casinos.
The Ministry of Finance emphasizes that this provides a legal framework for businesses to operate, manage players, and for ministries to oversee the gambling activities of eligible Vietnamese citizens.
The draft resolution ends the pilot and officially permits eligible Vietnamese citizens to gamble at the Phu Quoc casino (An Giang). Management of Vietnamese gamblers will follow Article 12, Clause 3 of Decree 03/2017/ND-CP on casino business operations.
A 5-year pilot will allow eligible Vietnamese citizens to gamble at the Van Don casino (Quang Ninh) from its operational date.
A similar 5-year pilot will permit eligible Vietnamese citizens to gamble at the Ho Tram casino (Ho Chi Minh City) once the business reports to the Ministry of Finance and Ho Chi Minh City People’s Committee.
The Ho Tram casino resort is located in Phuoc Thuan and Bong Trang communes, Xuyen Moc district, formerly in Ba Ria – Vung Tau province, now part of Ho Chi Minh City.
According to Article 12, Clause 3 of Decree 03/2017/ND-CP, Vietnamese citizens may gamble at licensed casinos if they meet the following criteria:
– Be at least 21 years old with full civil capacity under Vietnamese law;
– Demonstrate financial capability with a monthly income of at least VND 10 million or subject to personal income tax from grade 3 upwards. The Ministry of Finance will specify proof requirements;
– Purchase a gambling ticket: VND 1 million for 24 continuous hours or VND 25 million monthly;
– Not have a request from a fully capable family member (parent, spouse, child) to prohibit their gambling;
– Use Vietnamese Dong to exchange for casino chips and vice versa for winnings or unused chips.
