State-Owned Enterprise Leaders’ Salaries Could Reach Hundreds of Millions VND Starting September

Under new regulations, the maximum salary that state-owned enterprise leaders can earn reaches up to hundreds of millions of Vietnamese dong.

Recently, the Government issued Decree No. 248/2025/NĐ-CP regulating salaries, allowances, and bonuses for direct representatives of state owners, representatives of state capital, and state-owned enterprise controllers.

Accordingly, the maximum salary and allowance levels are set based on the positions of chairpersons, board members, control committee heads, and controllers, calculated as a monthly average and linked to annual production and business targets. Specifically, the basic salary ranges from 30 to 80 million VND per month, depending on the position and scale of the enterprise.

What is the maximum salary for state-owned enterprise leaders?

Notably, Decree 248 also stipulates that the maximum salary for board members and full-time controllers is determined based on the basic salary and the enterprise’s actual profit.

Specifically, first, for enterprises with profits and actual profits not lower than planned, the maximum salary is twice the basic salary. If the actual profit exceeds the plan, an additional 2% of the salary is added for every 1% profit exceeding the plan, but not more than 20% of the salary based on twice the basic salary.

If the actual profit is lower than planned, the maximum salary is calculated as 80% of twice the basic salary, multiplied by the ratio of actual profit to planned profit, but not less than 80% of the basic salary.

Second, for enterprises without profit, the maximum salary is 70% of the basic salary.

Third, for enterprises incurring losses or reducing losses, the maximum salary is determined as follows:

a) In case of loss, the maximum salary is 50% of the basic salary;

b) In case of loss reduction (including no profit), the maximum salary is 80% of the basic salary, based on the degree of loss reduction compared to the plan.

Additionally, for board members and full-time controllers assigned by the state owner’s representative to enterprises undergoing restructuring or addressing existing losses, the maximum salary, after being determined according to points a or b above, may be increased by up to 50% of the previously determined maximum salary.

Notably, for enterprises with profits 2 to 4 times higher than the minimum profit target, leaders can receive a maximum salary of 2.5 to 4 times the basic salary. Thus, the chairperson of the board of directors or the chairperson of the members’ council of a Group 1 enterprise can receive a maximum salary of approximately 320 million VND per month.

In addition to salaries, according to Decree No. 248, bonuses for board members and controllers are determined from the bonus fund, which is allocated from the reward and welfare fund as stipulated in the Law on Management and Investment of State Capital in Enterprises, government regulations on state capital management and investment, and the enterprise’s bonus scheme.

Specifically, the annual bonus for each board member and controller must not exceed the number of months of salary allocated for the reward and welfare fund, multiplied by the ratio of the reward fund to the welfare fund as stipulated or regulated by the enterprise, and multiplied by the average monthly salary received at the enterprise.

Decree No. 248/2025/NĐ-CP takes effect from September 15, 2025. The regulations in this Decree will be implemented from August 1, 2025.
