The Hanoi People’s Committee has submitted a proposal to the Hanoi People’s Council, seeking approval for a resolution endorsing the investment policy for the project to construct a road connecting Gia Binh Airport with Hanoi. This initiative will be implemented through a Public-Private Partnership (PPP) model, specifically under a Build-Transfer (BT) contract.

The project will span across Thuan An, Phu Dong, Thu Lam, and Dong Anh communes in Hanoi, as well as Tu Son and Phu Khe wards in Bac Ninh Province. It was proposed by Sun Group Joint Stock Company.

The project scope includes a new 7-kilometer road segment with a cross-section width of 120 meters. The starting point will connect to the road in Bac Ninh Province at the administrative boundary, while the endpoint will intersect with the Hanoi-Ha Long Expressway and the Hanoi-Thai Nguyen Expressway/Ring Road 3.

The road connecting Gia Binh Airport with Hanoi has a total investment of 32,970.23 billion VND (illustrative image).

A 6.55-kilometer segment will overlap with the Hanoi-Thai Nguyen Expressway/Ring Road 3 and will be expanded to a width of 120 meters. The starting point will continue from Segment 1, ending at the intersection with the Tu Lien Bridge connector road (near the junction of Tu Lien Bridge, Ring Road 3, and the Hanoi-Thai Nguyen Expressway).

Two connector branches will be built from the Hanoi-Thai Nguyen Expressway/Ring Road 3 to the Tu Lien Bridge connector road: one for direct left turns from Gia Binh to Tu Lien Bridge and another for right turns from Tu Lien Bridge to Gia Binh. Each branch will feature 3 lanes with a width of 14 meters and a total length of approximately 2.5 kilometers.

The preliminary total investment is 32,970.23 billion VND, scheduled for implementation between 2025 and 2026.

The proposed PPP contract type is Build-Transfer (BT), with payment made through land allocation.

The preliminary payment method involves three land areas totaling approximately 723.3 hectares in Phu Dong and Thuan An communes, Hanoi.

According to the Hanoi People’s Committee, the project aims to establish the shortest and most modern connection between Gia Binh Airport and Hanoi, fostering new development opportunities to drive socioeconomic growth. It will also enhance the efficiency of a modern, smart logistics hub integrated with e-commerce, meeting development demands. In conjunction with Gia Binh Airport, the project will help alleviate pressure on Noi Bai Airport.

The proposal is expected to be reviewed and approved by the Hanoi People’s Council during a special session on September 29.

On September 23, the Standing Committee of the Hanoi People’s Council announced that the 26th session of the Council will be held on September 29.

Previously, the Standing Committee had scheduled the 26th session for September 23. However, due to changes in the city leadership’s schedule, the meeting was rescheduled for September 29.
