Unraveling the Red Tape: Ho Chi Minh City Deploys Senior Officials to Resolve Condominium ‘Pink Book’ Delays

Deputy Chairman of the Ho Chi Minh City People’s Committee, Bui Minh Thanh, has signed Decision 1645, assigning additional tasks to the Task Force responsible for addressing issues related to the issuance of pink books for commercial housing projects in the city.

Decision 1645 replaces Decision 5013 (dated November 5, 2024) of the Ho Chi Minh City People’s Committee, aiming to strengthen the Task Force led by Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment. The team includes leaders from various departments such as Construction, Finance, Inspection, Police, Tax, and Chairpersons of 168 wards, communes, and special zones.

The Task Force is responsible for conducting a comprehensive review and compiling data on commercial housing projects that have been granted construction investment licenses and are in use but have not yet received pink books. They must identify the reasons and obstacles preventing the completion of pink book issuance, categorize and classify projects, and propose and implement solutions to resolve these issues within a specific timeline.

The Task Force will monitor, supervise, and inspect the progress of resolving difficulties and provide a comprehensive assessment of the development and pink book issuance process for commercial housing projects from the time of investment license issuance to completion and handover.

They are also tasked with developing solutions to strengthen and equip resources for pink book registration to meet the administrative needs of organizations and individuals, increase the resolution rate of applications, reduce delays, and improve citizen and business satisfaction with administrative procedures.

Ho Chi Minh City strengthens the Task Force to address pink book issuance for commercial housing projects.

The Task Force will oversee the periodic disclosure of information on commercial housing projects, ensuring regular updates to facilitate public access to project details, including investment licenses, project mortgages with credit institutions, construction violations, additional financial obligations, and issues affecting pink book issuance, along with progress updates on resolving these challenges.

The Task Force will undertake other tasks as directed by the Ho Chi Minh City People’s Committee and its Chairman. Additionally, the Committee has assigned specific responsibilities to individual members.

The Task Force Leader is responsible for chairing meetings, providing conclusions, and directing tasks based on member consensus; assigning duties to deputies and members; and delegating authority to the Standing Deputy to manage operations and resolve matters within the Leader’s jurisdiction when necessary.

Task Force Deputies must attend all meetings, directly oversee the implementation of solutions to resolve construction and housing issues for pink book issuance in commercial housing projects, as per the Leader’s conclusions; compile project lists and construction-related issues for the work program; and monitor progress in addressing these challenges.

After over 8 months of operation, Task Force 5013 has held 33 meetings to address issues for 176 commercial housing projects, comprising 108,170 apartments, houses, and over 1,247 other real estate products.

The Task Force has resolved issues for certificate issuance to homebuyers in 126 projects, releasing 87,547 apartments, houses, and over 1,247 other real estate products to the market. The transfer contracts for these properties have generated over 118.9 trillion VND, contributing more than 594 billion VND in registration fees to the city’s budget.
