Recent reports on land prices in Ha Tinh have captured widespread attention. Notably, following the announcement of the planning for the Western Industrial Zone in Ha Tinh City, land speculators flocked to rural areas, with cars lining village roads, causing a stir. While local authorities warn of a “speculative land fever,” some investors have disseminated false information about selling “residential land plots” to attract buyers.
Specifically, on September 20, Dong Quan LAND Co., Ltd. launched the sale of “Riverside Land Plots.” To attract customers, the company sent invitations and ran extensive ads on social media, claiming: “Riverside land plot project, prime location, suitable for residential and commercial use, near the Western Industrial Zone of Ha Tinh City.” Alongside invitations and ads, the land distributor provided detailed layouts of the plots, complete with paved roads and riverside greenery.

On the launch day, dozens gathered at the site, setting up chairs, snacks, and drinks, creating the illusion of genuine sales activity. Notably, a group arrived in a large passenger bus to “view the land,” transforming the once-quiet area into a bustling scene, further convincing onlookers of the project’s legitimacy.
However, this is not an approved project but merely cleared land divided into plots for sale. Despite aggressive marketing as “riverside land plots,” the Chairman of Toan Luu Commune People’s Committee confirmed: “No residential land plot project has been licensed in the commune.”

Bui Ton Quan, legal representative of Dong Quan LAND Co., Ltd., stated that the company is not the project developer but merely a distributor of land plots for the landowner. On the launch day, the company’s partners brought clients to view the land, but no plots were sold.
Alongside deceptive project promotions to build trust, many newly cleared plots without electricity, water, or drainage are being sold for 400 million to 1 billion VND, with promises of full legal compliance and imminent infrastructure completion.
No licensed land plot projects in the area
Speaking to reporters, Nguyen Tien Dung, Head of the Department of Housing and Real Estate Market Management (Ha Tinh Department of Construction), confirmed that no residential land plot projects are licensed in Toan Luu commune.
According to Dung, land subdivision is a humane policy, allowing families, especially those with many children, to divide land for stable housing. However, some individuals and organizations have exploited this policy to buy rural land, then use road donations to create internal roads, legitimizing subdivisions for sale.
This uncontrolled practice risks disrupting planning, infrastructure, and land management, threatening the area’s sustainable development.

Dung added that infrastructure in these areas is often makeshift, with roads bent to create more plots. Most subdivided land lacks proper electricity, water, or drainage, and many completed structures quickly deteriorate. Most of these plots remain uninhabited.
“Many falsely advertise, such as selling ‘riverside project’ land plots. In reality, these are spontaneous activities without any actual project. Land subdivision in Toan Luu commune has surged in the past year. Misleading ads not only deceive buyers but also impact infrastructure, planning, and local land management,” Dung explained.
The Department of Housing and Real Estate Market Management representative also noted that police are investigating, summoning individuals involved to clarify violations in land sales and advertising in the area.
