Mr. Phan Đăng Toàn stated that the Sa Pa National Tourist Area welcomes over 4 million visitors annually. With the existing technical infrastructure, traffic congestion is a common issue during holidays and festivals. Therefore, addressing the traffic bottleneck in the urban center is a top priority for Sa Pa.

Following the approval and construction of projects to upgrade and expand National Highway 4D and the connecting road (TL155) Phase 2 from Cầu Móng Sến to the QL4D bypass, the Sa Pa Ward People’s Committee proposed the construction of an urban through-road to alleviate pressure on the existing urban traffic system.
The proposed road will have a scale of 4 lanes, connecting the QL4D bypass to TL152, linking the communes of Tả Van, Bản Hồ, and Mường Bo. The total length of the route is 11.3 km. The section from the QL4D bypass to the Thạch Sơn line (passing through the central stadium) at the position of the Mẫu Sơn Temple tunnel entrance will have 4 lanes, a cross-section of 26.5 meters, and a length of 4.4 km. The tunnel will have the largest cross-section in Vietnam, with a width of 15.3 meters and a length of 1.2 km, passing through Hàm Rồng Mountain and connecting to the Cầu Mây Luxury Resort project.

The next segment is a 495-meter tunnel approach road with 4 lanes, ending at the Trường Giang intersection leading to Hang Đá. The fourth component involves upgrading and expanding a 630-meter section of the internal road from the Trường Giang intersection to connect with TL152, ensuring seamless connectivity.
Thus, the completion of the Hàm Rồng Mountain Tunnel route connecting TL152 will resolve the traffic bottleneck in Sa Pa’s existing urban area.
Regarding the investment format, the Sa Pa Ward Secretary announced that the project is expected to be implemented under a public-private partnership (PPP), specifically a BOT model. This means private investors will collaborate with the government, and a fee collection mechanism will be in place to recover costs. The total investment for the project is estimated at 2,000 billion VND.

Mr. Toàn mentioned that the toll collection for this road-tunnel route will still ensure residents’ choice, as the current road remains free. Additionally, to enhance traffic congestion reduction, Sa Pa Ward is collaborating with experts and consulting units to develop a financial plan for the project, aiming to provide free access for residents with permanent residency in Sa Pa.
Regarding the implementation schedule, it is expected that in the fourth quarter of this year, the project will be submitted to the province for investment policy approval. Once approved, it will serve as the basis for implementing subsequent steps, with the goal of completing and opening the project by 2027.
