The Ho Chi Minh City People’s Committee Office announces the conclusions of Chairman Nguyen Van Duoc at the meeting reviewing the progress of the An Phu Traffic Interchange Project.

According to the Chairman of the Ho Chi Minh City People’s Committee, the An Phu interchange, located at the eastern gateway, plays a crucial role in connecting Ho Chi Minh City with neighboring provinces.

However, the project’s implementation has been slow due to the Traffic Project Management Board’s failure to decisively address underperforming contractors. Some units lack the necessary construction capacity, and state management by relevant departments remains limited.

The Chairman of the Ho Chi Minh City People’s Committee has directed the Traffic Project Management Board to commit to the project timeline, ensuring the completion of the N2 bridge branch by late 2025 and the HC1-2 underpass by mid-January 2026.

The Chairman emphasized the need for serious lessons learned and focused leadership to expedite project completion, alleviating congestion at this critical gateway. The Traffic Project Management Board must submit a detailed progress commitment and take full responsibility before the Chairman.

Under the revised timeline, the N2 bridge branch (XL11) must be completed by December 31, 2025, and the HC1-02 underpass (XL6) by January 15, 2026.

Regarding the Luong Dinh Cua Road upgrade project, the Chairman tasked the Traffic Project Management Board with developing an adjustment plan to expand the planning boundary. This plan must be submitted to the Department of Construction and the Department of Finance for review in September 2025. The Department of Finance will lead the capital allocation review and guide project adjustment procedures in compliance with regulations.

For the An Phu urban development area, the Department of Finance will collaborate with relevant agencies to advise and propose project boundary adjustments to the Prime Minister. They will also engage investors to ensure full financial compliance.

The Department of Agriculture and Environment is responsible for reviewing financial obligations and issuing land use certificates for 13 sub-projects. They must also recommend legal sanctions for violations.

The Chairman of the Ho Chi Minh City People’s Committee urged all departments and units to expedite their tasks, ensuring timely completion of key projects to address congestion and enhance infrastructure capacity at the eastern gateway.

The An Phu Traffic Interchange Project, located at Ho Chi Minh City’s eastern gateway, is managed by the Ho Chi Minh City Traffic Project Management Board with a total investment of over VND 3.4 trillion. The project directly connects to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway and Long Thanh Airport.

The project has initiated 13 out of 18 construction packages in areas with cleared land. Key components such as Ba Dat Bridge, Giong Ong To Bridge, and HC1-01 underpass are complete. However, overall progress remains sluggish, with low construction output and delayed milestones.
