On the afternoon of September 24th, the leadership of Bac Ninh Province welcomed and held discussions with a delegation from the Shanghai-based World Top Scientists Development Foundation, led by Chairman Mr. Wu Xiang Dong.
Established in 2017, the World Top Scientists Development Foundation is an international non-governmental, non-profit organization. It currently brings together over 200 distinguished scientists from 25 countries.
With a mission to advance fundamental science, foster international collaboration, and inspire young minds, the Foundation annually organizes forums and technology competitions, offering prizes up to $1.5 million.
During the meeting, Mr. Wu Xiang Dong expressed admiration for Bac Ninh’s strategic location and development potential. He noted that the Foundation is collaborating with major corporations and seeks to expand its partnerships in Vietnam, particularly in smart urban planning, technology transfer, and high-quality workforce training.

The delegation aims to gain deeper insights into Bac Ninh’s science and technology development plans and its vision for smart urban construction. Specific areas of interest include:
(I) The potential for developing a smart satellite city in Bac Ninh, linked to the Hanoi region.
(II) The current status of the Phat Tich area, previously advised by international consultants for spiritual tourism development combined with technology.
(III) The legal status and usage plans for the 9.8-hectare plot in former Bac Ninh City, where a Japanese investor once proposed a commercial and complex project.
(IV) Access to the province’s comprehensive planning and priority sites for smart urban development.
Mr. Wu Xiang Dong affirmed the Foundation’s readiness to mobilize international experts in architecture, planning, construction, and technology to advise and support Bac Ninh in achieving its goal of becoming a centrally governed city. He also proposed inviting Bac Ninh’s leadership to China to study exemplary urban models supported by the Foundation.
In response, Bac Ninh’s leadership expressed gratitude for the Foundation’s interest and cooperation. They admired the Foundation’s global network of scientists and its efforts to promote innovation.
Following Mr. Wu Xiang Dong’s insights and notable achievements, the provincial leadership emphasized their commitment to fostering meaningful and effective collaboration in the future.
Bac Ninh aims to become a centrally governed city by 2030. The province is actively adjusting its planning after merging with Bac Giang Province, with completion expected in Q1/2026.
The provincial and urban master plans for 2045 are being developed by two U.S.-based consulting firms. Once finalized, the province welcomes the Foundation’s input to refine the plans, ensuring they align with modern, integrated, and internationally aligned development trends.
Regarding the 9.8-hectare plot, Mr. Vuong Quoc Tuan stated that it has been designated as the Provincial Exhibition Center. Land clearance is underway, and the opposite area is being planned for an Industrial Exhibition Center, aligning with Bac Ninh’s goal of leading the nation in industrial output.
Bac Ninh’s leadership proposed the Foundation consider collaborating on the 9.8-hectare plot as a starting point for their partnership. The Department of Construction will serve as the liaison, providing support and information.
For the Phat Tich area, an investor has proposed a development plan. Given its potential for cultural and spiritual tourism combined with high technology, the province is open to sharing information and facilitating the Foundation’s research and surveys.
The province also highlighted other investment opportunities, particularly in hilly areas for eco-tourism and high-quality entertainment. The provincial government is ready to guide the Foundation’s experts in site visits for assessments and cooperation proposals.
On behalf of the delegation, Mr. Wu Xiang Dong emphasized the Foundation’s commitment to contributing to Bac Ninh’s development. He proposed connecting global experts and organizing scientific forums in Bac Ninh to promote knowledge exchange, technology transfer, and international promotion of the province.
