According to the Kien Hung Commune’s official portal in Hai Phong City, on September 24th, Chairman of the Hai Phong People’s Committee Le Ngoc Chau inspected preparations for the LNG Power Plant Groundbreaking Ceremony. This event also marks the celebration of the Hai Phong Party Congress for the 2025-2030 term.

What is the scale of the Hai Phong LNG Power Project?
According to the issued investment registration certificate, the Hai Phong LNG Thermal Power Project has two investors: Vingroup (HoSE: VIC) and VinEnergo JSC, both part of the Vingroup ecosystem.
The project has a capacity of 4,800 MW, including 1,600 MW in Phase 1 (2025-2030) and 3,200 MW in Phase 2 (2031-2035).
The plant’s capacity may fluctuate within ±15%, ensuring alignment with the turbine capacity outlined in the planning implementation plan and during project preparation and execution. This means the maximum capacity could reach 5,520 MW.
Comparison of Hai Phong LNG Power Plant capacity with Vietnam’s largest hydroelectric plants.
The 4,800 MW capacity is equivalent to the combined output of Vietnam’s two largest hydroelectric plants: Son La (2,400 MW) and Hoa Binh (1,920 MW), along with the expanded Hoa Binh plant (480 MW).
In terms of output, the Hai Phong LNG Power Project is expected to produce 9.6 billion kWh annually in Phase 1 and 19.2 billion kWh in Phase 2, totaling 28.8 billion kWh/year. With Vietnam’s total electricity generation and imports reaching 308.73 billion kWh in 2024, this project accounts for approximately 9.3% of the national total. The total investment for the project is 162 trillion VND.
