The Department of Agriculture and Environment has submitted a proposal to the People’s Committee of Ho Chi Minh City regarding the approval of a list of land areas designated for pilot projects within the city, in accordance with National Assembly Resolution 171/2024.

Accordingly, these 74 land areas are expected to pilot commercial housing projects through land use agreements or existing land use rights.
The total area of the 74 land plots is approximately 1,079 hectares, including 531 hectares of residential land—8.21 hectares of existing residential land and about 523 hectares of land planned for conversion to residential use. Approximately 42 hectares of rice fields are also slated for conversion, with no plans to convert protected forests, special-use forests, or production forests.
Of these, the former Ho Chi Minh City area includes 15 land plots totaling around 70 hectares, while the former Ba Ria – Vung Tau province area comprises 59 land plots covering over 1,009 hectares.
Specifically, in the former Ho Chi Minh City area, the Department of Agriculture and Environment initiated a public consultation in July 2025 on 442 locations and land plots registered for housing projects under the pilot scheme. The consultation focused on assessing alignment with planning and transportation infrastructure connectivity.
In June 2025, the People’s Council of the former Binh Duong province issued a resolution approving a list of 201 land areas (covering 983 hectares) for pilot projects under National Assembly Resolution 171/2025. |
