On September 24, the People's Committee of Lam Dong Province announced that the Government Office had issued Official Dispatch No. 9014/VPCP-CN, conveying Deputy Prime Minister Tran Hong Ha's opinion on the investment in the Phan Thiet Airport project, specifically its civilian aviation component (Phan Thiet Airport).

Phan Thiet Airport Project: Key Investment Decisions and Adjustments

The People’s Council of Lam Dong Province holds the authority to approve Group A investment projects utilizing state capital within its jurisdiction. Meanwhile, the People’s Committee of Lam Dong Province is responsible for endorsing investment policies for airport construction, including runways and terminals. Adjustments, terminations, or suspensions of PPP contracts also fall under provincial authority, provided the contracts are within their purview.

Deputy Prime Minister Tran Hong Ha has directed the Lam Dong People’s Committee to adhere to relevant legal frameworks when terminating contracts, approving investment policies, and adjusting the Phan Thiet Airport Project (civil aviation component). Compliance with legal procedures is mandatory.

The Ministries of Finance and Construction will collaborate and provide guidance to the Lam Dong People’s Committee throughout the implementation process, in line with their respective mandates.

Phan Thiet Airport: Bridging Military and Civilian Infrastructure

Launched in 2015, the Phan Thiet Airport Project (Mui Ne Ward, Lam Dong Province) comprises two components: military (completed) and civilian. The civilian segment aims to upgrade the airport from Class 4C to 4E, featuring a 3,050-meter runway and a capacity of 2 million passengers annually by 2030. However, the project has faced repeated delays due to investor changes, shifting investment models, and procedural bottlenecks.

Clarifying decision-making authority and streamlining investment policy adjustments are pivotal steps in resolving these challenges. This progress paves the way for the civilian component’s commencement, ensuring alignment with military infrastructure and meeting the expectations of residents and businesses.
