Prime Minister Pham Minh Chinh issued a directive during the 4th meeting of the Government’s Steering Committee on Science, Technology, Innovation, Digital Transformation, and Project 06 on September 24th.

Addressing the challenges highlighted during the meeting, the Prime Minister urged all ministries, sectors, and localities to take decisive action without delay. He emphasized the need to avoid procrastination, inefficiency, and resource wastage, ensuring that citizens and businesses remain at the heart of all efforts.
In outlining key tasks, the Prime Minister instructed all ministries, sectors, and localities to prioritize the completion of their databases by Q4, ensuring accuracy, completeness, cleanliness, and functionality. These databases must be standardized for use across all levels, from central to local.
Regarding infrastructure, the Prime Minister stressed the importance of a seamless, modern, and shared digital framework, particularly at the grassroots level. He stated, “Communes, wards, and special zones must invest in digital infrastructure that is actually utilized. If not, these projects should be reassessed, and new, unified, and modern systems should be implemented to ensure transparency and address connectivity and power gaps.”
The Prime Minister assigned specific tasks, including directing EVN to develop an electricity supply plan for 117 villages currently without power, to be completed by November.
The Ministry of Public Security was tasked with optimizing the National Data Center, advising the Government on the implementation of national and specialized databases, promoting the VneID application, and enhancing cybersecurity and incident response coordination.
The Prime Minister instructed the Ministry of Construction to collaborate with the Ministry of Science and Technology and six cities to expedite the approval of the Smart City project in September and initiate its implementation in 2025. He also emphasized the need for modern rural development.
Additionally, the Prime Minister directed the Ministry of Agriculture and Environment to finalize the land database, the Ministry of Construction to complete housing and real estate data and launch a real estate trading platform, and the Ministry of Education to finalize the student database.
Provincial and city leaders were instructed to select a unified administrative procedure information system to maximize convenience for citizens.
The Prime Minister also called for the revision of 466 legal documents to streamline and eliminate 2,051 procedures and 2,041 business conditions. He emphasized strict adherence to Government directives to prevent redundant document requests from citizens and ensure adequate funding and personnel for digital infrastructure.
The Prime Minister tasked the Ministry of Home Affairs and the Ministry of Finance with ensuring sufficient funding and human resources. The State Bank and commercial banks were instructed to effectively implement a low-interest credit package of 500 trillion VND to boost investment in science, technology, innovation, digital transformation, and strategic infrastructure.
