At the Ho Chi Minh City (HCMC) Department of Industry and Trade’s Development Forum Wrap-Up Seminar, co-hosted by Tuoi Tre newspaper, Vice Chairman of HCMC People’s Committee, Mr. Nguyen Manh Cuong, emphasized that administrative consolidation unlocks new development opportunities, propelling the city toward becoming a leading industrial, commercial, and service metropolis.

HCMC has received over 150 strategic proposals, with 31 standout initiatives focusing on removing bottlenecks, harnessing new growth spaces, and enhancing global competitiveness. City leaders affirmed that with unified efforts from the political system, businesses, and citizens, HCMC’s vision to become Southeast Asia’s premier economic, financial, technological, and service hub is well within reach.

Prof. Dr. Tran Dinh Thien, former Director of the Vietnam Institute of Economics, highlighted that HCMC must leverage “new development spaces”—such as maritime, airspace, underground, digital, and cultural domains—to seize opportunities. He stressed that maximizing the potential of Can Gio, Cat Lai, and Cai Mep-Thi Vai port clusters will position HCMC as a world-class logistics hub.

However, institutional barriers remain the primary challenge. “To fulfill its mission, HCMC requires autonomous decision-making authority with full accountability,” stated Prof. Thien, adding that strategic collaboration with neighboring provinces could create a powerful “three-headed dragon” economic alliance.

Experts noted that while HCMC leads domestically, its global competitiveness lags behind Asian megacities. Mr. Dinh Hong Ky, Vice Chairman of HCMC Business Association, emphasized that future urban development demands seamless port-industrial-logistics ecosystems linked to international deep-sea gateways, enabling globally aligned supply chain redesign.
