Recent reports on land prices in Ha Tinh have captured widespread attention. Notably, following the announcement of the planning for the Western Industrial Zone in Ha Tinh City, land brokers flocked to rural areas, with cars lining village roads, causing a stir. While local authorities warn of a “speculative land fever,” some investors have disseminated false information about launching “land plot projects” to attract buyers.

Specifically, on September 20, Dong Quan LAND Co., Ltd. launched the sale of “Riverside Land Plots.” To attract customers, the company sent invitations and ran extensive advertisements on social media, claiming: “Riverside land plot project, prime location, suitable for residential and commercial construction, near the Western Industrial Zone of Ha Tinh City.” Along with invitations and ads, the land distributor provided detailed layouts of the plots, complete with paved roads and riverside greenery.

On the launch day, dozens gathered at the site, setting up chairs, snacks, and drinks, creating the illusion of genuine sales activity. Notably, a group arrived in large buses to “view the land,” transforming the once-quiet area into a bustling scene, further reinforcing the project’s legitimacy.

However, this is not an approved project but merely cleared land divided into plots for sale. Despite being marketed as “riverside land plots,” the Chairman of Toan Luu Commune’s People’s Committee confirmed: “No land plot projects have been licensed in the commune.”

Mr. Bui Ton Quan, legal representative of Dong Quan LAND Co., Ltd., stated that the company is not the project developer but only distributes plots for the landowner. On the launch day, the company’s agents brought clients to view the land, but no plots were sold.

Using deceptive tactics, newly cleared land without utilities is being sold for 400 million to 1 billion VND, promising complete legal documentation and imminent infrastructure completion.

No Licensed Land Plot Projects in the Area

Speaking with Tien Phong, Mr. Nguyen Tien Dung, Head of the Department of Housing and Real Estate Market Management (Ha Tinh Department of Construction), confirmed that no land plot projects are licensed in Toan Luu Commune.

According to Mr. Dung, land subdivision is a humane policy enabling families, especially those with many children, to divide land for stable housing. However, some individuals and organizations exploit this policy to acquire rural land, using road donations to legitimize subdivisions and sell plots.

This uncontrolled practice risks disrupting planning, infrastructure, and land management, threatening the area’s sustainable development.

Mr. Dung added that infrastructure in these areas is often subpar, with roads bent to maximize plots. Most lack proper utilities, and many completed structures quickly deteriorate. These subdivided lands remain largely unoccupied.

“Many falsely advertise ‘riverside plot projects.’ This is purely speculative, with no actual projects. Land subdivision in Toan Luu Commune has surged in the past year. Misleading ads deceive buyers and disrupt local infrastructure, planning, and land management,” Mr. Dung explained.

The Department of Housing and Real Estate Market Management noted that police are investigating, questioning individuals involved in land sales and promotions to address potential violations.
