Bình Gởi Bridge Ahead of Schedule, Ring Road 3 Accelerates Towards Completion

The Ho Chi Minh City Ring Road 3 project has successfully completed land clearance, with multiple tenders achieving significant progress. It is on track to open two sections to traffic by December 19, 2025.

On the morning of September 25th, Inspection Team No. 07, led by Deputy Prime Minister Mai Van Chinh, along with Deputy Minister of Construction Bui Xuan Dung, inspected the site and reviewed the progress of the Ring Road 3 project in Ho Chi Minh City.

According to the report, the Ho Chi Minh City Ring Road 3 project spans a total length of 76.34 km, passing through Ho Chi Minh City and the provinces of Dong Nai, Binh Duong, and Long An, with a total investment of 75.378 trillion VND. The project is divided into 8 sub-projects and is expected to be substantially completed by 2025.

100% Land Clearance Completed

Reporting at the Binh Goi Bridge site, Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Department, stated that land clearance has been 100% completed. Regarding construction, the main construction packages of DATP1, DATP3, DATP5, and DATP7 are all underway. Specifically, DATP1 has reached 58.7%, DATP3 at 47.0%, DATP5 at 45.6%, and DATP7 at 81.9% of the contract value.

According to the plan, by December 19, 2025, 24.1 km of the expressway will be opened to traffic, including 14.7 km in Ho Chi Minh City, 6.4 km in Long An, and 3.0 km in the former Binh Duong area. By June 30, 2026, the entire 76.3 km project will be open to traffic.

The report also highlights that the total sand requirement for DATP1 is 5.6 million m³, with 3.4 million m³ already mobilized. The remaining need is 2.2 million m³, expected to be supplied from 16 mines in the former Vinh Long and Dong Thap provinces. For construction stone, the requirement is 2.5 million m³, with 0.95 million m³ mobilized, leaving a shortage of 1.55 million m³, to be supplemented from 9 mines in Dong Nai and Binh Duong provinces.

Meanwhile, Mr. Tran Hung Viet, Director of the Binh Duong Traffic Project Management Board, stated that DATP5, which passes through the former Binh Duong province, has a total length of 11.3 km, divided into 4 construction packages. The overall progress of DATP5 is 9.15% behind schedule.

Specifically, package XL1 (Tan Van Intersection) is at 31.2%, XL2 (Binh Chuan Intersection) at 56.37%, XL3 (Binh Chuan – Saigon River) at 48.23%, and XL4 (Binh Goi Bridge) at 77.02%. Some causes of delays include prolonged technical file approval, heavy rainfall, and material supply challenges.

To accelerate progress, contractors have increased shifts, adjusted workloads, and changed construction methods at certain locations. However, challenges remain, such as weak soil foundations requiring long settling times (9-12 months) and fluctuating construction material prices.

Completing All Items Before December 19, 2025

The inspection team noted that land clearance has been completed, and units are working in “3 shifts, 4 teams.” The Binh Duong Transport Department has signed a 100-day competition agreement to complete all items before December 19, 2025. Additionally, they have proposed that the Ho Chi Minh City People’s Committee study a plan to fully develop the Tan Van Intersection to ensure the project’s overall efficiency.

Speaking at the meeting, Deputy Prime Minister Mai Van Chinh acknowledged the efforts of the project owner, contractors, and Ring Road 3 project stakeholders over the past period. He noted that since the June inspection, the packages have shown significant progress, with many items achieving good results, including the Binh Goi Bridge.

Deputy Prime Minister Mai Van Chinh emphasized that by the end of this year, the entire route must be substantially completed to allow for the opening ceremony on December 19, 2025. The government has launched a “100-day, 3-shift, 4-team” campaign to expedite progress. The remaining items will continue to be completed after the opening.

Mr. Mai Van Chinh also highlighted that the biggest challenge currently is addressing the weak soil foundation. Therefore, contractors must apply appropriate technical solutions, promptly overcome issues, and ensure compliance with regulations. The Deputy Prime Minister requested that all contractors ensure progress, quality, labor safety, and project efficiency.
