Chinese Expressway Group Eyes Expanded Infrastructure Investment in Vietnam

Minister Trần Hồng Minh met with the Chairman of Shandong Expressway Group (China) to discuss potential collaborations on transportation infrastructure projects, including rail and metro systems in Hanoi and Ho Chi Minh City.

Overview of the meeting

On September 25th, Minister of Construction Tran Hong Minh met with Mr. Wang Qifeng, Chairman of Shandong Hi-Speed Group (China), to discuss potential cooperation in construction and infrastructure development.

During the meeting, Mr. Wang Qifeng expressed his group’s interest in investing in Vietnam’s infrastructure and transportation projects, aiming to strengthen the friendly ties between the two nations. He highlighted that Shandong Hi-Speed Group is a state-owned enterprise ranked among the top 500 global corporations, with total assets of approximately $241 billion. As of 2024, the group is the 51st largest international contractor worldwide, managing over 9,100 km of highways and 660 km of railways in China, alongside advanced precast concrete production facilities.

Present in Vietnam since 2008, the group has contributed to projects such as the Hanoi-Haiphong Expressway and other key infrastructure initiatives. Currently, Shandong Hi-Speed Group is collaborating with the Railway Construction Corporation of Vietnam (RCC) on a precast concrete factory in Nghe An, while exploring opportunities in major railway projects like the Lao Cai-Hanoi-Haiphong line, Ho Chi Minh City Metro Line 2, and Hanoi Metro Line 5.

Minister Tran Hong Minh commended the group’s achievements and its contributions to Vietnam’s infrastructure, including the Hanoi-Haiphong Expressway, Danang-Quang Ngai Expressway, and An Duong Industrial Park (Haiphong). He emphasized significant cooperation potential, particularly in railways and urban infrastructure.

The Minister expressed confidence in the group’s ability to expand investments in key projects, given its expertise, resources, and strategic partnership with RCC. He encouraged participation in metro projects under the PPP model and exploration of local road and seaport infrastructure opportunities.

“The Ministry of Construction is fully committed to supporting capable Chinese enterprises, including Shandong Hi-Speed Group, in investing in Vietnam’s urban infrastructure, transportation, and other critical projects,” Minister Tran Hong Minh stated.
