General Secretary To Lam: The Documents of the 14th National Congress Must Be a Strong Commitment to the People

On the afternoon of September 25th, at the Party Central Headquarters, General Secretary Tô Lâm chaired a working session with the Standing Committees of the Sub-Committees of the 14th Party Congress. The meeting aimed to provide feedback and finalize the draft documents to be submitted to the 14th Party Congress.

The meeting was attended by Prime Minister Pham Minh Chinh, Standing Member of the Secretariat Tran Cam Tu, along with Politburo members, Secretariat members, Party Central Committee members, and Standing Members of the Sub-Committees for the 14th National Party Congress.

During the session, the Standing Members of the Sub-Committees reported on the progress of preparing key documents, including: the draft Political Report; the draft Summary Report on theoretical and practical issues over 40 years of renewal; and the draft Summary Report on 15 years of implementing the Party’s Charter.

Concluding the meeting, General Secretary To Lam emphasized that the Documents of the 14th National Party Congress—centered on the Political Report and the 2026-2031 Action Program—must serve as a strong commitment by the Party to the people for a new development phase: achieving stable and robust growth, modern and inclusive development, and long-term sustainability. This must be balanced with ensuring comprehensive security and expanding development opportunities amidst global strategic competition and shifting international standards.

The General Secretary outlined three guiding layers for the Documents: a foundation rooted in a new-generation development mindset with four strategic transformations; a framework of five core security pillars to shield against shocks; and an operational layer featuring an actionable program with clear accountability, resources, and timelines for each implementing entity.

He also highlighted the role of recent Politburo resolutions—such as Resolution 57 on science, technology, innovation, and digital transformation; Resolution 59 on international integration; Resolution 66 on legal reform; Resolution 68 on private sector development; Resolution 70 on energy security; Resolution 71 on education breakthroughs; and Resolution 72 on public health protection—as both content enhancements and catalysts for immediate implementation of the 14th Congress Documents.

The General Secretary directed that the 40-year renewal summary must distill core lessons: unwavering commitment to national independence and socialism; principled innovation; harnessing national unity; prioritizing people as development drivers, centers, and goals; merging national strength with global opportunities; and proactively integrating while leveraging green transitions, digital shifts, and global value chain restructuring. He stressed a “one task-one focal point-one deadline” mechanism to clarify accountability across agencies, committees, and officials.

Praising the Sub-Committees’ efforts, the General Secretary urged further integration of new issues, particularly feedback from the meeting, to prepare reports for the Politburo and Party Central Committee.

“We will transform these Documents into modern leadership and governance tools, laying a solid foundation for the 2035-2045 vision. This is our pledge to the people: aligning words with actions, plans with execution, and measuring success by tangible results,” the General Secretary emphasized.
