On September 25th, the Party Committee of the Ho Chi Minh City People’s Committee (HCMC PC) held a conference to implement the Resolution and Action Plan for the Resolution of the 1st Congress of the HCMC PC Party Committee, term 2025-2030, along with a quarterly current affairs briefing for Q3 2025.

Addressing the conference, Secretary of the Party Committee and Chairman of the HCMC PC, Nguyen Van Duoc, emphasized the critical importance of implementing the resolution for the city’s rapid and sustainable development in the coming period.

Chairman Nguyen Van Duoc stressed the need to bring the resolution to life. “Today’s work is the first step in implementing the resolution, ensuring we fully grasp its core content and translate it into actionable steps for each sector and level, embedding the resolution into everyday life,” he emphasized.

The Chairman affirmed that the resolution is the culmination of collective wisdom from the entire political system, the people, and the business community, encompassing all sectors. It serves as a guiding principle for action and the city’s development direction over the next five years.

Engaging World-Class Firms for Urban Planning

Chairman Nguyen Van Duoc reiterated HCMC’s vision as outlined in the Resolution of the 1st Congress of the HCMC PC Party Committee, term 2025-2030: to rank among the top 100 most livable cities globally by 2030 and the top 100 best cities by 2045.

To achieve this goal, the resolution sets 28 targets across key task groups and major solutions, including three strategic breakthroughs: institutions, infrastructure, and human resources.

Highlighting the importance of flexible institutions for development, Chairman Nguyen Van Duoc noted that provincial authorities are responsible for concretizing resolutions, decrees, and circulars into city-specific regulations, guidelines, and policies. This will create an attractive investment environment and support citizens and businesses in their operations and growth.

HCMC has completed the dossier for amending and supplementing Resolution 98/2023/QH15 of the National Assembly, to be submitted for approval at the October 2025 session. “This is a key tool to enhance the city’s attractiveness for investment and foster development,” Chairman Nguyen Van Duoc observed.

Looking ahead, HCMC will focus on re-planning its development space post-merger. Chairman Nguyen Van Duoc emphasized that the unified HCMC is not just a simple addition but a multiplication of strengths, leveraging the advantages of each region for coordinated development.

HCMC will serve as the urban core, a hub for finance and high technology; Binh Duong will emerge as a high-tech industrial center; and Ba Ria – Vung Tau will play a key role in maritime economics, leveraging the Cai Mep – Thi Vai port and oil and gas industries.

“We are a unified HCMC, with no room for local distinctions. We must align our thinking and actions to drive development,” Chairman Nguyen Van Duoc stressed. He announced plans to engage world-class firms and domestic consultants to develop a comprehensive city plan, laying the foundation for long-term growth.

Establishing Special Task Forces for Land Clearance

Addressing land clearance and compensation, Chairman Nguyen Van Duoc underscored its importance. “Infrastructure development hinges on land availability. Without cleared land, infrastructure projects cannot proceed,” he stated.

He urged communes and wards to accelerate these efforts and directed the Director of the Department of Agriculture and Environment to establish special task forces to provide hands-on support to local authorities, expediting land clearance.

HCMC will assign dedicated officers to support specific projects, including Ring Road 3, the expansion of National Highway 13 and 22, the extension of Vo Van Kiet and Nguyen Van Linh roads, and the canal-side housing relocation initiative.

Chairman Nguyen Van Duoc acknowledged that local officials have faced challenges and hesitations, with some leaders reluctant to approve compensation plans. He assured that the city and its departments would provide full support, urging local leaders to commit wholeheartedly to the shared vision.

He called on the 168 commune and ward secretaries and chairpersons to rigorously implement land clearance efforts. Any challenges should be promptly communicated to department and city leaders for resolution. Performance in this area will be a key criterion for evaluating leaders’ effectiveness.

Chairman Nguyen Van Duoc concluded by emphasizing the immense tasks and challenges of the 2025-2030 term but expressed confidence in the intelligence and resilience of the city’s officials, employees, and workers, driven by a spirit of innovation and unity across the HCMC PC Party Committee.
