Ho Chi Minh City to Gain Nearly 1,100 Hectares for Real Estate Projects

Seventy-four land plots, spanning a total area of approximately 1,079 hectares, have been proposed by the Department of Agriculture and Environment to the Ho Chi Minh City People’s Committee for a pilot commercial housing project. This initiative aligns with Resolution 171/2024 issued by the National Assembly.

The Department of Agriculture and Environment has submitted a proposal to the Ho Chi Minh City People’s Committee regarding the approval of a list of land plots designated for pilot projects within the city, as outlined in National Assembly Resolution 171/2024.

According to the proposal, 74 land plots are earmarked for pilot commercial housing projects, either through land use agreements or existing land use rights.

These 74 plots cover a total area of approximately 1,079 hectares, including 531 hectares of residential land. This comprises 8.21 hectares of existing residential land and around 523 hectares of land slated for reclassification as residential. Additionally, about 42 hectares of rice fields are planned for reclassification, with no reclassification of protected forests, special-use forests, or production forests.

Ho Chi Minh City will add 74 land plots totaling approximately 1,079 hectares for residential development.

Of these, the former Ho Chi Minh City area includes 15 plots covering about 70 hectares, while the former Ba Ria – Vung Tau province area includes 59 plots spanning over 1,009 hectares.

The selection of these pilot project sites is based on criteria such as land plot boundaries, project land suitability with county-level land use plans or urban construction plans, and alignment with approved local housing development programs and plans. The projects are located in urban areas or zones designated for urban development.

Furthermore, the total area of land plots in these pilot projects (including existing residential land and land slated for reclassification as residential) must not exceed 30% of the additional residential land area planned for the current planning period (compared to the current residential land use) as per the approved provincial land allocation and zoning plan for 2021–2030.

For the remaining land plots registered by organizations for project implementation, the Department of Agriculture and Environment will lead the evaluation process in the next phase (Phase 2) in October 2025.

In June 2025, the People’s Council of the former Binh Duong province issued a resolution approving a list of 201 land plots covering 983 hectares for pilot projects under National Assembly Resolution 171/2025.
