Over 10 Million Digitized Academic Records and Diplomas Ready for VNeID Integration

Over 10 million digitized academic records and diplomas are now ready to seamlessly integrate with the National Population Database and display on the VNeID app, paving the way for synchronized, transparent management and utilization of digital credentials.

On the afternoon of September 24th, during the fourth meeting of the Government’s Steering Committee on Science, Technology, Innovation, Digital Transformation, and Project 06, Minister of Education and Training (MOET) Nguyen Kim Son presented a concise report on the digitization roadmap for diplomas and certificates, adhering to the criteria of “accurate, complete, clean, and live.”

The Minister stated that MOET has directed the pilot implementation of digital student records starting in 2024, with many localities actively participating. Over the past two years, high school graduation results have been digitized. Simultaneously, the Ministry is developing lifelong learning profiles for citizens, where diplomas, certificates, and student records are critical data components.

MOET is collaborating with various units, particularly the Ministry of Public Security, to establish infrastructure and platforms for receiving digital student records and diplomas, ensuring seamless integration with the VNeID application.

Currently, the Ministry’s pilot centralized database contains over 10 million high school diploma records and digital student records from primary to high school levels. Technically, MOET and the Ministry of Public Security are prepared to connect and share digital diploma and student record data with the National Population Database, displaying it on VNeID. The Ministry has also invested in and established a Level 3 information security system for the digital student record and diploma database.

As of September 24th, the Ministry of Public Security has substantially completed information security condition checks. Once security is ensured, the data will be shared and synchronized with the national database, enabling over 10 million learners to access their diploma and student record information on VNeID by the end of September 2025.

Digitization Roadmap

Regarding the digitization roadmap, the Minister noted that the 2025 high school diploma system has been deployed and is in the creation and issuance phase. For college, university, master’s, and doctoral degrees, MOET will issue guidelines on October 1, 2025, for training institutions to implement digitization. Subsequently, all training institutions will issue digital diplomas on a unified platform, with data stored centrally at MOET and connected to the National Database for display on VNeID.

For previously issued diplomas and certificates, MOET plans to: issue digitization procedures by October 30, 2025; complete technical infrastructure and pilot implementation by November 30, 2025; issue a digitization plan by December 1, 2025; and commence widespread implementation from December 5, 2025.

Highlighting challenges, the Minister mentioned that most previously issued diploma and certificate data do not include citizen identification numbers. Many 20th-century records exist only in paper form, with varying levels of completeness across localities due to time, natural disasters, and storage conditions.

Given these realities, the Minister requested the Ministry of Public Security to collaborate with MOET in developing and refining the digitization process for previously issued diplomas and certificates, ensuring feasibility, legal basis, and prevention of counterfeit diploma and certificate legitimization. This is considered the most critical and urgent task for integrating diploma and certificate data into the official system. The Minister also urged the Ministry of Public Security, Ministry of Home Affairs, and relevant agencies to closely coordinate and prioritize digitizing diplomas for current civil servants and officials, especially citizens born from 1970 onward. Once the digitization process is established, MOET will implement it starting from existing storage facilities.
