On September 25th, the Ho Chi Minh City Department of Health launched a comprehensive communication campaign integrated with service delivery to enhance population quality in low-fertility areas by 2025.
According to Mr. Pham Chanh Trung, Director of the Ho Chi Minh City Population and Family Planning Department, Ho Chi Minh City is a megacity with a population exceeding 14 million, the highest in the country.
Overall, Ho Chi Minh City is among the 13 provinces and cities with the lowest fertility rates. Data from 2024 shows that the average number of children per woman of reproductive age is 1.43, the lowest nationwide.
The city is currently in its demographic golden age, with a high proportion of the working-age population at 70.7%.

However, Ho Chi Minh City also has the highest number of elderly people in the country, with over 1.4 million, and a population aging index of 57.05 (meaning for every 100 young people under 15, there are 57.05 corresponding elderly individuals). Thus, the city faces the challenge of rapid population aging.
In response to these challenges, the health sector, in collaboration with various departments, agencies, and organizations, has organized a communication campaign integrated with service delivery to improve population quality in low-fertility areas across Ho Chi Minh City in 2025.
The campaign will run from September 15th to October 30th in 168 wards, communes, and special zones, helping residents access high-quality, safe, and effective population enhancement services.
A key objective is to effectively implement Resolution No. 40/2024/NQ-HĐND dated December 11, 2024, and Resolution No. 32/2025/NQ-HĐND dated August 28, 2025, which outline reward and support policies for organizations and individuals excelling in population work within the city.

According to Mr. Pham Chanh Trung, a review and statistical analysis identified 9,100 women who gave birth to two children before the age of 35, eligible for a support policy of 3,000,000 VND per person under Resolution No. 40/2024/NQ-HĐND.
Additionally, 8,100 women qualify for a 5,000,000 VND support under Resolution No. 32/2025/NQ-HĐND across the city. Thus, over 17,000 women in Ho Chi Minh City will receive support for adhering to the “two-child” policy. The disbursement of support is underway in wards, communes, and special zones.
At the campaign launch ceremony, 22 women from An Dong Ward, Ho Chi Minh City, who gave birth to two children before 35, received a 3,000,000 VND support grant.
To achieve fertility increase goals, Ho Chi Minh City will provide service packages such as pre-marriage health counseling and check-ups at hospitals and regional health centers; population quality improvement through prenatal screening, newborn screening, and pre-birth disease diagnosis and treatment programs; and the enhancement of primary healthcare systems, medical treatment, and health record management for the elderly.
