The Politburo and the Secretariat have found that the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2020-2025 term (from the beginning of the term until September 2024) violated the principles of democratic centralism and Party regulations, as well as the Working Regulations. They failed to provide adequate leadership and guidance, and lacked proper inspection and supervision over the Party Civil Affairs Committee of the Provincial People’s Committee and numerous Party organizations and members.
Among them, key provincial officials violated Party regulations and state laws in their leadership, guidance, and organization of land, natural resources, and mineral management. They also failed in their assigned duties related to anti-corruption, waste prevention, and negativity. These violations include breaching the regulations on what Party members are not allowed to do and their responsibility to set an example. The consequences have been severe, posing a significant risk of major losses to the state budget, causing public outcry, and diminishing the credibility of local Party organizations and authorities.
During his tenure as a member of the Party Central Committee and Secretary of the Thanh Hoa Provincial Party Committee, Mr. Do Trong Hung violated Party regulations and state laws in the performance of his assigned duties, particularly in anti-corruption, waste prevention, and negativity.
Mr. Do Trong Hung also violated the regulations on what Party members are not allowed to do and their responsibility to set an example, leading to very serious consequences, public outrage, and a highly negative impact on the credibility of local Party organizations and authorities.

During his tenure as Deputy Secretary of the Provincial Party Committee, Secretary of the Party Civil Affairs Committee, and Chairman of the Thanh Hoa Provincial People’s Committee, Mr. Do Minh Tuan violated Party regulations and state laws in the performance of his assigned duties, particularly in anti-corruption, waste prevention, and negativity. Mr. Do Minh Tuan also violated the regulations on what Party members are not allowed to do and their responsibility to set an example, resulting in very serious consequences, public outrage, and a highly negative impact on the credibility of local Party organizations and authorities.
The following individuals: Nguyen Van Thi, member of the Provincial Party Committee’s Standing Board, member of the Party Civil Affairs Committee, Deputy Secretary of the Party Committee, and Standing Vice Chairman of the Thanh Hoa Provincial People’s Committee; Le Anh Xuan, member of the Provincial Party Committee’s Standing Board and former Secretary of the Thanh Hoa City Party Committee; Tran Anh Chung, member of the Provincial Party Committee and Director of the Department of Industry and Trade, former Chairman of the Thanh Hoa City People’s Committee; Tran Van Thuc, member of the Provincial Party Committee and former Secretary of the Party Committee and Director of the Department of Education and Training of Thanh Hoa Province; Pham Quoc Nam, former member of the Provincial Party Committee, Secretary of the Party Committee, and Director of the Department of Natural Resources and Environment of Bac Lieu Province (now Ca Mau Province); Bui Quoc Nam, former member of the Provincial Party Committee, Secretary of the Party Committee, and Director of the Department of Health of Bac Lieu Province (now Ca Mau Province); and Pham Tan Hoang, former member of the Provincial Party Committee, Chief Judge of the People’s Court of Phu Yen Province, and Deputy Chief Judge of the High People’s Court in Da Nang, have degenerated in political ideology, morality, and lifestyle.
These individuals also violated Party regulations and state laws in the performance of their assigned duties, as well as the regulations on what Party members are not allowed to do and their responsibility to set an example. Their actions have led to very serious consequences, public outrage, and a highly negative impact on the credibility of Party organizations and their respective working agencies.
Based on the nature, severity, consequences, and causes of the violations, and in accordance with Party regulations on disciplinary actions against Party organizations and members, the Politburo has decided to issue a warning to the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2020-2025 term (until September 2024).
The Politburo proposes that the Party Central Executive Committee consider and impose disciplinary actions on Mr. Do Trong Hung in accordance with its authority.
The Secretariat has decided to expel the following individuals from the Party: Nguyen Van Thi, Le Anh Xuan, Tran Anh Chung, Tran Van Thuc, Pham Quoc Nam, Bui Quoc Nam, and Pham Tan Hoang. Additionally, Mr. Do Minh Tuan has been removed from all Party positions.
The Politburo and the Secretariat request that relevant agencies promptly impose administrative disciplinary actions in line with Party disciplinary measures.
