Proposed Upgrade of Quang Tri Airport to Accommodate ‘Super Aircraft’

The Ministry of Finance has recently submitted a proposal to the Ministry of Construction, suggesting a review and adjustment of the Master Plan for the Development of the National Airport System for the period 2021-2030, with a vision towards 2050. As part of this proposal, the Ministry recommends upgrading Quang Tri Airport from a 4C to a 4E classification, enabling it to accommodate wide-body aircraft such as the A350.

According to the Ministry of Finance, the Master Plan for the Development of the National Airport System for the 2021-2030 period, with a vision to 2050, was approved by the Prime Minister under Decision No. 648/QĐ-TTg on June 7, 2023, and has since undergone three adjustments. Among these, Quang Tri Airport is classified as a 4C-level airport, while Mang Den Airport (Quang Ngai) and Van Phong Airport (Khanh Hoa) are listed as potential airports.

Following Deputy Prime Minister Tran Hong Ha’s directive to include Mang Den and Van Phong Airports in the Master Plan, along with Quang Tri Province’s proposal to upgrade Quang Tri Airport from 4C to 4E, and Prime Minister Pham Minh Chinh’s comments on upgrading the airport to accommodate A350 aircraft, the Ministry of Finance deems further adjustments to the plan necessary.

On August 28, the Government issued Resolution 66.2/2025 to address challenges in adjusting national, regional, and provincial plans, particularly amid administrative unit reorganization and the two-tier local government model. The Ministry of Finance requests the Ministry of Construction to review and comprehensively assess cases requiring adjustments based on this resolution.

In its feedback, the Ministry of Finance also recommends adding components to the planning adjustment dossier, including: an appraisal submission, a draft Prime Minister’s Decision, and relevant documents (if any). The dossier’s content and structure must comply with the Planning Law and Government Decree 37/2019.

Specifically, the Ministry of Finance urges the Ministry of Construction to collaborate closely with the Quang Tri Provincial People’s Committee to clarify the necessity of upgrading Quang Tri Airport. This should include analyzing transport mode synchronization, connectivity, and operational efficiency, aligned with double-digit economic growth goals and provincial administrative restructuring.

“Adding these airports impacts not only local infrastructure but also inter-modal transport systems, including road, rail, inland waterways, maritime, and logistics. A comprehensive inter-sectoral impact analysis is essential to avoid overlaps and inefficiencies,” the Ministry of Finance stated.

Currently, national, regional, and provincial master plans are being adjusted to target double-digit economic growth, align with new socio-economic zoning, and adapt to the two-tier government model. The Ministry of Finance advises the Ministry of Construction to coordinate closely with ministries, sectors, and localities to ensure synchronized and interconnected airport system development.

Additionally, the National Land Use Plan for 2021-2030, with a vision to 2050, is under adjustment and expected to be submitted to the National Assembly for approval at its 10th session (15th term). The Ministry of Finance requests the Ministry of Construction to collaborate with the Ministry of Agriculture and Environment to unify land use indicators for airport projects.

The Ministry of Finance emphasizes the need to review and synchronously adjust transport plans, including road, rail, inland waterways, maritime, and logistics systems. This ensures seamless connectivity across all five transport modes, maximizes efficiency, and promotes sustainable infrastructure and economic growth.
