Vietnam consistently views the U.S. as a strategically important partner and seeks to further develop the Comprehensive Strategic Partnership in a substantive and profound manner. This is based on mutual respect for independence, sovereignty, territorial integrity, and political systems, all for the sake of shared peace, stability, and prosperity.
Both sides discussed extensive cooperation across key pillars: political-diplomatic relations, economic-trade-investment, security-defense, science-technology, education, and humanitarian efforts to address war legacies.

President Lương Cường proposed continued high-level exchanges and delegations to maintain mutual understanding and trust, effectively addressing shared concerns, particularly countervailing duties.
Vietnam welcomes increased U.S. investment in strategic sectors like semiconductors and high-quality workforce training. The President urged the U.S. government to expedite recognizing Vietnam as a market economy and remove Vietnam from the strategic export control list.
Secretary of State Marco Rubio agreed with President Lương Cường’s assessment, emphasizing that the Trump administration considers Vietnam a top priority partner in the region. He believes the Comprehensive Strategic Partnership framework should not only be maintained but also deepened, especially given the significant economic, trade, and investment potential, along with shared interests in ensuring peace, stability, and prosperity in the Indo-Pacific.
Secretary Rubio stated that closer cooperation will create more opportunities for both nations and affirmed the U.S.’s commitment to partnering with Vietnam in this process, benefiting both peoples.
Vietnam: A Reliable U.S. Partner
On the same day, Acting Foreign Minister Lê Hoài Trung met with Secretary of State Marco Rubio.
Reflecting on 30 years of normalized Vietnam-U.S. relations, Acting Minister Lê Hoài Trung expressed Vietnam’s desire to be a bridge for peace, working with regional and global partners to build a peaceful, stable, and prosperous Indo-Pacific.
In this spirit, he proposed maintaining the positive momentum in bilateral relations through continued high-level exchanges and delegations.
Economically and commercially, Vietnam remains a reliable U.S. partner, ready to increase imports of U.S. goods, particularly high-tech products like aircraft and semiconductors, expanding market access for American goods. He urged the U.S. to consider Vietnam’s unique economic context in countervailing duty negotiations.
Vietnam seeks closer cooperation with the U.S. in areas of mutual interest, including transnational crime, counter-terrorism, and cybersecurity.
The Acting Minister expressed gratitude for the U.S.’s continued support in addressing war legacies in Vietnam. This cooperation is a vital pillar for healing, reconciliation, and building trust, strengthening the bilateral relationship.
He also thanked the U.S. government for supporting the Vietnamese-American community and acknowledged their valuable contributions to both American society and Vietnam-U.S. relations.
Secretary Rubio reaffirmed the U.S.’s commitment to a “strong, independent, self-reliant, and prosperous Vietnam,” viewing Vietnam as a top regional partner. The U.S. will work with Vietnam to explore every opportunity to advance the Comprehensive Strategic Partnership effectively across all sectors.
Secretary Rubio emphasized President Trump’s desire to swiftly conclude countervailing duty negotiations, benefiting both nations.
