Accelerating Key Transportation Projects in Hanoi

Hanoi has mandated that relevant units accelerate the progress of three key projects: the construction of the Nguyen Hoang Ton road segment from the former Tay Ho District Party Committee headquarters to the Ring Road 3; the Giang Bien Bridge construction project, including its connecting roads; and the upgrade and renovation of National Highway 1A, spanning from the new Duong Bridge to the end of the former Gia Lam district boundary.

The Hanoi People’s Committee Office has issued a notification regarding the conclusions and directives of Vice Chairman Duong Duc Tuan at a meeting to review the implementation of the pre-feasibility study report for three investment projects. These projects include the construction of the Nguyen Hoang Ton road from the former Tay Ho District Party Committee headquarters to the Ring Road 3 as per the planning; the construction of the Giang Bien Bridge and its access roads; and the upgrading of National Highway 1A from the new Duong Bridge to the end of Gia Lam District.

Vice Chairman Duong Duc Tuan emphasized that the research and proposal of investment plans for these three projects are crucial and urgent. They have received significant attention and guidance from city leaders, who previously assigned the Department of Transport (now the Department of Construction) to execute these tasks.

For the Nguyen Hoang Ton road project, spanning from Lac Long Quan Street to Ring Road 3, the city has tasked the Department of Construction with leading the effort. They are to collaborate with the Department of Planning and Architecture and relevant units to urgently review the area’s traffic planning. This includes proposing route options, road cross-sections, and design solutions for the drainage system along the route. A comprehensive analysis will assess the project’s role in ensuring seamless connectivity with the city’s technical infrastructure, including Ring Road 2, Ring Road 2.5, Ring Road 3, and Road No. 5 leading to the Tay Ho Tay Urban Area.

The project will also focus on developing transportation infrastructure in sync with the TOD depot Xuan Dinh area of the Metro Line 2.1, Nam Thang Long – Tran Hung Dao. Based on these efforts, the Department of Construction will expedite the completion of the project’s investment proposal dossier.

For the Giang Bien Bridge and its access roads project, the city has directed the Department of Construction to lead a collaborative effort with the Department of Planning and Architecture, the Construction Planning Institute, and relevant departments, districts, and localities. They are to assess the comprehensive impact of route adjustments, particularly on nearby residential areas and structures. Following this, the Department of Construction will work with related units to thoroughly review and finalize the project’s investment proposal dossier.

Regarding the upgrading of National Highway 1A from the new Duong Bridge to the end of Gia Lam District, the city has approved the research, reports, and proposals submitted by the Department of Construction. It has agreed to implement the project as a public investment.

The city has tasked the Department of Construction with leading a collaborative effort involving the Department of Planning and Architecture, the Construction Planning Institute, and relevant local authorities. They are to conduct a comprehensive review of the project’s route in relation to associated railway lines, roads, and urban technical infrastructure. This will ensure the project’s feasibility, effectiveness, and smooth implementation of land clearance and compensation.

Additionally, for the construction of Road No. 5 leading to the Tay Ho Tay New Urban Area, the city has directed the Xuan Dinh Ward People’s Committee to accelerate land clearance efforts, aiming for completion by 2025.
