The Ministry of Education and Training is seeking feedback on a draft Circular regulating codes, appointments, and salary rankings for teachers in public educational institutions. This includes specific provisions for primary school teachers.
The Circular outlines codes, appointments, and salary rankings for educators in public schools within the national education system.
It applies to teachers in public educational institutions and related organizations or individuals.
However, it does not apply to educators in institutions under the management of the Ministry of Public Security or the Ministry of National Defense.
Accordingly, the proposed new salary scale for primary school teachers by the Ministry of Education and Training is as follows:

For primary school teachers, the salary coefficient based on professional titles ranges from 2.34 to 7.55. Teachers without standard qualifications have coefficients between 1.86 and 4.06 (Image supported by AI).
In a conversation with VnExpress, a representative from the Department of Teachers, Ministry of Education and Training, stated that the new draft Circular aims to determine teachers’ ranks and grades. Beyond the standard salary, they will receive additional allowances and a “specific coefficient” to ensure teachers’ salaries remain the highest. The Ministry is advising the Government on a Decree regarding this matter.
Previously, CAND newspaper reported Minister of Education and Training Nguyen Kim Son’s statement that the basic salary for all educators is expected to increase. The raise ranges from at least 2 million VND to up to 5-7 million VND per person per month. This increase applies only to the base salary, excluding other allowances.
