On September 26, the Nghe An Provincial Police Department announced the successful dismantling of a transnational drug trafficking ring operating between France and Vietnam via air cargo. Two suspects were arrested, and 21 kilograms of Ketamine were seized, including 4 kilograms in nylon bags inside a foam box and 17 kilograms concealed in 34 milk carton boxes labeled with foreign brands. Additional evidence related to the case was also confiscated.
In August 2025, the Drug Crime Investigation Division of the Nghe An Provincial Police identified Ho Quang Anh (born in 2003, residing in Village 5, Quynh Son Commune) and Lo Thi Anh Tuyet (born in 2007, residing in Ma Village, Son Lam Commune) as key members of a network smuggling and distributing illicit drugs from European countries to Vietnam via air transport.

The syndicate employed sophisticated methods to evade detection. Drugs were disguised as shipments of milk, confectionery, and other goods, transported to Nghe An for sorting, repackaging, and domestic distribution. The operation was orchestrated by overseas masterminds using social media platforms to communicate and coordinate activities.
To counter these tactics, authorities established a specialized task force after receiving intelligence reports. On September 12, 2025, at 10:00 AM, investigators tracked a white foam box containing narcotics sent by Lo Thi Anh Tuyet via intercity bus from Con Cuong to Vinh City. The package was temporarily stored at the bus station before being transferred by taxi to a designated location in Vinh City for further distribution.
At 8:00 PM the same day, surveillance confirmed the taxi delivering the foam box to a park in Truong Vinh Ward. A coordinated operation ensued, with Ho Quang Anh apprehended while retrieving the box, yielding 4 kilograms of Ketamine. Simultaneously, Lo Thi Anh Tuyet was arrested at a guesthouse in Vinh Hung Ward for her role in the trafficking scheme.

During interrogation, both suspects confessed to their involvement. The operation was directed by a foreign-based mastermind originally from Nghe An, who ordered the preparation of 8 milk cartons containing 4 kilograms of Ketamine for delivery and stored an additional 34 cartons (17 kilograms) at the residence of Lo Thi Anh Tuyet’s sister in Son Lam Commune.
A subsequent raid recovered the remaining 34 cartons of Ketamine. The case is currently under expanded investigation by the Nghe An Provincial Police’s Drug Crime Investigation Division.
