Deputy Prime Minister: Implementing Practical Housing Rental Policies

On the morning of September 25th, Deputy Prime Minister Tran Hong Ha chaired a meeting to provide feedback on the draft Decree regarding the establishment and operational framework of the National Housing Fund. The discussion also covered measures to implement the National Assembly’s Resolution on piloting specific mechanisms and policies for the development of social housing.

According to the Ministry of Construction’s leadership, the draft Decree aims to accelerate the growth of social housing, enabling low-income individuals to access suitable housing. This initiative aligns with the objectives of the “Investment in Constructing at Least 1 Million Social Housing Units for Low-Income Earners and Industrial Park Workers (2021–2030)” project.

The Ministry of Construction asserts that the establishment of the National Housing Fund will help balance supply and demand, adjust the structure of real estate commodities, and reduce costs in the commercial housing segment. These efforts will contribute to a more stable and healthy real estate market while creating a long-term, sustainable resource for housing development.

Deputy Minister of Finance Do Thanh Trung suggested that the National Housing Fund should focus solely on rental services, operate as a non-profit entity with legal status, and function as an off-budget financial fund. The Fund must avoid duplicating tasks already covered by the state budget. The government will provide initial capital, with additional funding sourced from local governments, sponsorships, and related projects.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the persistent challenges workers face in accessing housing. He noted that even upon completion, the project to build 1 million social housing units for low-income earners and industrial park workers (2021–2030) will only meet a fraction of the demand. Therefore, implementing rental housing policies is practical and aligned with current realities.

Regarding management models, the Deputy Prime Minister suggested leveraging existing institutions, such as housing development funds in Hanoi and Ho Chi Minh City, rather than creating new structures. He also encouraged organizations like the Vietnam General Confederation of Labor and major corporations to participate in building rental housing.

To ensure long-term sustainability, the Deputy Prime Minister proposed that drafters explore allocating 20% of land from commercial housing projects and unused resettlement housing funds. Additionally, he recommended allowing accumulated rental revenue to be reinvested into the Fund.
