As of September 26, the Civil Judgment Execution Department (CJED) of Ho Chi Minh City has disbursed 29.5152% of the total compensation amount in the case of Truong My Lan and her accomplices, equivalent to over VND 8.7 trillion.
According to the verdict, Truong My Lan is responsible for fully compensating VND 30.081 trillion to 43,108 bondholders under six codes: QT-2018.12.1, SET.H2025, ADC-2018.09, ADC-2019.01, ADC-2018.09.01, and SNW-2018.10. Other bond codes not included in the court’s decision will not be subject to execution.
To date, the execution agency has conducted four payment rounds: Round 1 (June 25 and July 15, 2025) disbursed over VND 7.25 trillion (24.81%); Round 2 (July 17, 2025) disbursed over VND 696 billion (2.4553%); Round 3 (August 20, 2025) disbursed over VND 376 billion (1.25%); and Round 4 (September 26, 2025) disbursed nearly VND 300 billion (0.9971%).

Additionally, the CJED of Ho Chi Minh City has made supplementary payments for bondholders who provided delayed or updated account information. For 795 bondholders who have not yet provided details, the funds have been saved in accordance with regulations to ensure their rights.
Thus, after multiple recovery and distribution rounds, bondholders have received nearly 30% of the compensation mandated by the court. The remaining 70% (over VND 21 trillion) is being processed by the execution agency through asset recovery and liquidation for further payments.
The CJED of Ho Chi Minh City is currently surveying, valuing, and processing assets owned by Truong My Lan and related individuals or entities. They are also requesting SCB Bank to transfer frozen funds as per the first-instance and appellate judgments from both phases. Once the assets are processed and funds transferred, subsequent payment rounds will be initiated.
Consideration of Execution Fee Exemption
During the fourth payment round, the CJED of Ho Chi Minh City temporarily waived execution fees following numerous petitions from bondholders. The agency has submitted a request to higher authorities for a fee exemption for all 43,108 bondholders. Official updates will be announced upon receiving a response.
