On the morning of September 25th, Deputy Prime Minister Mai Văn Chính led Government Inspection Team No. 7 to survey key projects under the Ho Chi Minh City Ring Road 3 initiative.
The team also inspected two major intersections: the Bình Gởi Bridge over the Saigon River and the Tân Vạn Junction, which connects to Hanoi Highway.
According to Lương Minh Phúc, Director of the Ho Chi Minh City Transportation Project Management Board, all component projects of Ring Road 3 have completed 100% of land handover procedures. Contractors are maximizing manpower and machinery to accelerate construction, aiming to open 24.1 km of expressway by December 19th. This includes 14.7 km in Thu Duc, 3 km in former Binh Duong (now part of HCMC), and 6.4 km in Long An (now Tay Ninh province).

By the same date, 41.4 km of the route will be technically open. The entire 76.3 km Ring Road 3 is slated for completion and full operation by June 30, 2026.
The Director of the City’s Transportation Project Management Board confirmed that by December 2025, residents will be able to travel from Binh Duong to Cu Chi via Ring Road 3.
Trần Hùng Việt, Director of the Binh Duong Transportation Project Management Board (now under HCMC authority), noted that multiple components are being accelerated.
The Bình Gởi Bridge has been joined, but the investor proposes adding a branch costing approximately VND 600 billion from contingency and savings. For the Tân Vạn Junction, a VND 1.7 trillion investment is requested for full development.
For the 15.3 km section overlapping the Mỹ Phước – Tân Vạn route, expansion is proposed to ensure project coherence and maximize efficiency.
Deputy Prime Minister Mai Văn Chính praised the dedication of investors, contractors, and workers. He urged continued resource mobilization, including “3 shifts, 4 teams” operations, to ensure timely, quality, and safe completion.
He emphasized December 19th as the critical deadline for technical opening.
Later that day, the delegation led by Deputy Prime Minister Mai Văn Chính met with HCMC authorities, neighboring provinces, and stakeholders to address challenges and expedite Ring Road 3’s operational launch.
The project spans 76.34 km across HCMC, Dong Nai, Binh Duong, and former Long An, with a total investment of VND 75.378 trillion. Divided into 8 components, it is expected to substantially complete by late 2025.
