Prime Minister Attends Groundbreaking Ceremony for Two Mega Projects Worth $8 Billion in Hai Phong

On September 26th, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for two significant projects in Hai Phong: the first phase of the Tan Trao Industrial Zone infrastructure development and the Hai Phong LNG Thermal Power Plant.

The event was also attended by former General Secretary Nong Duc Manh, former President Nguyen Minh Triet, former National Assembly Chairwoman Nguyen Thi Kim Ngan, former Standing Member of the Party Central Committee’s Secretariat Phan Dien, along with members of the Party Central Committee and leaders from various ministries, central agencies, and local authorities.

Organized by the Hai Phong People’s Committee in collaboration with Vingroup, this significant event marks a practical celebration of the 1st Hai Phong City Party Congress for the 2025-2030 term.

The Tan Trao Industrial Zone infrastructure development project is led by Vinhomes Hai Phong Industrial Zone Investment Joint Stock Company. Spanning nearly 227 hectares in Kien Hung and Nghi Duong communes, the project’s first phase has a total investment of over VND 4,000 billion.

Construction of the Tan Trao Industrial Zone is scheduled over five years, from Q2/2025 to Q2/2030. Upon completion, it will emerge as a major hub for new industrial and technological advancements, featuring state-of-the-art infrastructure. The zone aims to attract multi-sector investments in industries such as electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy, and renewable energy. It is expected to employ tens of thousands of highly skilled workers from across Vietnam and internationally.

With its scale, strategic location, and synchronized development vision, the Tan Trao Industrial Zone will be a key growth driver, enhancing Hai Phong’s investment appeal and establishing it as a model industrial center nationwide.

The Hai Phong LNG Thermal Power Plant project, located within the Tan Trao Industrial Zone, is jointly developed by Vingroup and VinEnergo Energy Joint Stock Company. Covering nearly 100 hectares, the project has a total investment of over VND 178,000 billion.

The plant’s construction is expected to take five years, with operations commencing by late 2030. It will generate approximately 9.6 billion kWh/year in Phase 1 and 19.2 billion kWh/year in Phase 2, supplying power to the entire Tan Trao Industrial Zone and significantly contributing to the national grid. This will help reduce reliance on traditional energy sources and support grid stability.

With a designed capacity of 4,800 MW (1,600 MW in Phase 1 and 3,200 MW in Phase 2), the plant will be Vietnam’s largest thermal power facility, as outlined in the Government’s Power Master Plan VIII, and among the world’s leading LNG-based power plants.

Both projects will significantly contribute to sectoral development and have a broader socio-economic impact, fostering growth in Hai Phong’s southern coastal economic zone. They will enhance the city’s potential, attract domestic and foreign investors, and create new growth opportunities for Hai Phong.

Upon completion, the projects will substantially increase industrial output, contribute to GRDP growth, and boost budget revenues. They will also create thousands of jobs for local workers.

Le Ngoc Chau, Deputy Secretary of the Hai Phong Party Committee and Chairman of the Hai Phong People’s Committee, noted that since July 1, 2025, Hai Phong has expanded by merging with Hai Duong Province. The new Hai Phong now covers nearly 3,200 km², has a population of over 4.6 million, and ranks third nationally in economic scale. This expansion offers vast development opportunities, blending a modern port city with a rich agricultural region, diverse industries, and traditional crafts. It creates a harmonious balance between tradition and modernity, leveraging advantages in international ports, strategic infrastructure, and a skilled workforce, reflecting the city’s heroic and cultural heritage.

In the first nine months of 2025, Hai Phong’s economy maintained robust growth compared to the same period in 2024. Key achievements include: GRDP growth of 11.59%; industrial production index up 15.06%; total budget revenue of VND 145,600 billion, a 30.6% increase (with domestic revenue at VND 80,856 billion, up 41.4%, and import-export revenue at VND 61,887 billion, up 21%); total investment capital of VND 223,985 billion, up 16.5%; port cargo throughput of 139 million tons, up 12.4%; export turnover of USD 36 billion, up 6.2%; domestic investment attraction of VND 365,000 billion, 11.9 times higher than the same period; tourist arrivals of nearly 11.87 million, up 29%; and tourism revenue of VND 12,354 billion. The city also inaugurated 24 major projects with a total investment of over VND 64,000 billion.

Following the merger, on July 15, 2025, Hai Phong successfully hosted the 2025 Hai Phong Investment Promotion Conference alongside the ABAC 3 meeting, themed “Hai Phong – A Strategic Destination for the New Era.” The event saw the issuance of investment certificates for 32 projects and the signing of seven investment cooperation memorandums, totaling over USD 15.6 billion.

Addressing the event, Prime Minister Pham Minh Chinh emphasized Vietnam’s pursuit of its 100-year goals (by 2030 and 2045) amidst challenges and rapid global changes. He stressed the need for Vietnam to strengthen its position, achieve rapid and sustainable development, and maintain independence and strategic autonomy.

The Party Central Committee has issued key resolutions on science and technology, the private sector, integration, law enforcement, education, healthcare, and energy to implement the Party’s 13th Congress resolutions. Hai Phong has been a pioneer in innovation, maintaining double-digit growth and leading in various fields.

The Prime Minister highlighted the importance of the two projects in Vietnam’s economic restructuring and growth model innovation, focusing on green and digital economies, science, technology, and innovation. These projects will enhance industrial development, attract high-tech foreign investment, and promote green energy and climate resilience.

Commending Hai Phong’s proactive implementation of Party policies, the Prime Minister called on ministries and agencies to support Hai Phong in maintaining its “say-do” spirit, especially in land clearance and administrative procedures, to create a favorable business environment and prevent corruption.

He expressed hope that the Tan Trao Industrial Zone would attract high-tech investments and that the LNG Thermal Power Plant would complete technology transfer and be inaugurated a year ahead of schedule.
