Quảng Ninh Aims to Become a Centrally-Governed City Soon

The 16th Provincial Party Congress, themed “Under the Glorious Flag of the Party, United in Strength, Determined to Achieve the Development Goals by 2030, Confidently and Steadfastly Advancing in the Era of National Aspiration, Building a Prosperous, Civilized, Modern, and Happy Quang Ninh, Soon to Become a Centrally Governed City,” has commenced.

The Congress was attended by numerous central leaders, former leaders of Quang Ninh Province, Vietnamese Heroic Mothers, Heroes of the People’s Armed Forces, Labor Heroes, and 366 official delegates from 59 provincial party committees, representing over 104,000 party members and more than 1.4 million people of all ethnic groups in Quang Ninh Province.

At the Congress, Mr. Vu Dai Thang, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, emphasized that in the past term, the entire Party Committee, government, and people of all ethnic groups in the province have united, been consistent, and promoted the spirit of innovation and creativity. They have overcome difficulties and achieved many important and comprehensive results in all fields.

This Congress holds special significance for the province’s development from now until 2030. Under the motto “Unity – Democracy – Discipline – Breakthrough – Development,” the 16th Provincial Party Congress for the 2025-2030 term sets forth four key tasks.

Specifically, the Congress will review and evaluate the implementation of the Resolution of the 15th Provincial Party Congress, outline the direction, goals, tasks, and solutions for the 2025-2030 term; continue discussions and contributions to the draft documents of the 14th National Party Congress; and select truly outstanding officials in terms of political qualities, intelligence, ethics, capacity, and prestige, with a spirit of unity, creativity, and high responsibility, to be elected to the 16th Provincial Party Committee for the 2025-2030 term. It will also select and elect the Provincial Party Delegation to attend the 14th National Party Congress, ensuring standards, structure, and quantity.

Previously, on the afternoon of September 25th, the Congress held a preparatory session to elect the Presidium, Secretariat, and Delegate Eligibility Review Board. It also adopted the working agenda, regulations, and rules of the Congress; emphasized some contents of the Party’s election regulations; reported the synthesis of comments on the draft documents submitted to the 14th National Party Congress; and discussed in groups the draft documents submitted to the 14th National Party Congress and the documents submitted to the 16th Provincial Party Congress.

According to the plan, the 16th Provincial Party Congress for the 2025-2030 term will take place from September 25th to 27th.
