As part of his official visit to the United Arab Emirates (UAE), Deputy Prime Minister Nguyen Hoa Binh held talks with UAE Deputy Prime Minister and Minister of Finance Maktoum bin Mohamed bin Rashid Al Maktoum on the morning of September 25th.

Expressing his delight at visiting the UAE, Deputy Prime Minister Nguyen Hoa Binh thanked Deputy Prime Minister Maktoum bin Mohamed bin Rashid Al Maktoum and UAE leaders for their warm and respectful reception. He admired the UAE’s development achievements, particularly Dubai’s financial market growth, highlighted by two leading global financial centers: the Abu Dhabi Global Market (ADGM) and the Dubai International Financial Centre (DIFC).
Deputy Prime Minister and Minister of Finance Maktoum bin Mohamed bin Rashid Al Maktoum welcomed Deputy Prime Minister Nguyen Hoa Binh’s visit, praised Vietnam’s efforts, and affirmed readiness to share expertise and support the establishment of an international financial center in Vietnam.
In a friendly and open atmosphere, the two leaders discussed their countries’ socio-economic development. They celebrated the positive progress in the first year of the Comprehensive Partnership and reaffirmed their commitment to advancing bilateral relations across all sectors.
Building on this, both sides agreed to vigorously implement the commitments made by their senior leaders during Vietnamese Prime Minister Pham Minh Chinh’s official UAE visit in October 2024. Deputy Prime Minister Nguyen Hoa Binh extended invitations from Vietnam’s top leaders to the UAE President and Prime Minister for an early visit to Vietnam. He also invited Deputy Prime Minister Maktoum bin Mohamed bin Rashid Al Maktoum to visit Vietnam at a convenient time.

The UAE Deputy Prime Minister pledged to expedite the approval process for the Vietnam-UAE Comprehensive Economic Partnership Agreement (CEPA) to boost trade and achieve the $20 billion bilateral trade target as soon as possible.
The UAE noted that Emirates operates 25 weekly flights to Vietnam and expressed hope for more favorable visa policies for UAE citizens, entrepreneurs, and investors exploring the Vietnamese market.
Both sides agreed to effectively implement the Memoranda of Understanding signed between ADGM and the People’s Committees of Ho Chi Minh City and Da Nang. They will enhance experience sharing in building a synchronized ecosystem for international capital attraction, legal frameworks, and personnel training to elevate financial services at the international financial center. Vietnam welcomed and pledged to facilitate UAE investors and financial institutions’ investments in Vietnam.
The Deputy Prime Ministers applauded the initial investment explorations by businesses from both countries and agreed to actively collaborate for the successful UAE-Vietnam Investment Conference in Vietnam in early 2026.
