Dong Nai Waterfront is developed by Dong Nai Waterfront City LLC, a subsidiary of Nam Long Investment Corporation (HOSE: NLG). The project spans approximately 169.4 hectares (excluding Huong Lo 2 Road and the Long Hung – Phuoc Tan section passing through the project), located in Long Hung Ward (formerly Long Hung Commune, Bien Hoa City), Dong Nai Province. It is part of the larger Waterfront Urban Area project, covering 366.7 hectares. The total investment for the project is nearly VND 6.4 trillion, with an expected population of 24,500 residents.
Following the partial adjustment of Bien Hoa City’s 1/10,000 master plan, the project’s area remains at 169.4 hectares. However, construction components have been modified to align with the overall development, resulting in changes compared to the environmental impact assessment report approved in 2020.

From 2014 to 2020, the project focused on completing land and legal procedures. Between 2020 and 2022, land clearance and leveling were conducted in Zones 1, 2, and 5. From 2022 to 2023, legal procedures were finalized, and partial construction of Zone 5 was completed. From 2022 to 2024, the detailed 1/500 construction plan was adjusted. From 2024 to August 2026, construction in Zones 1, 2, 3, 4, and 5 will be finalized, with the project handed over upon completion.
To date, land compensation, land-use conversion, and site leveling have been completed. Progress includes the development of separate projects such as Sub-Zone 1A-1 in Zone 5 and the inland waterway port in Zone 4. Construction is ongoing for Sub-Zone P3 in Zone 2 and internal roads (Main Roads 2 and 3).

Aqua City, developed by Aqua City LLC (a Nam Long subsidiary), covers 110.34 hectares with a total investment of over VND 9 trillion.
The project is divided into three phases: Phase 1 (2017–2020) included basic design, construction drawings, and permits, along with land demarcation, leveling, and infrastructure construction. Phase 2 (2020–2025) focuses on technical infrastructure and housing construction. Phase 3 (2025–2030) involves completing remaining facilities, including housing, public works, and commercial spaces.

Based on the 2017 investment policy and 2019 environmental impact assessment, Aqua City has completed 963 low-rise houses (390 townhouses, 51 garden villas, 82 semi-detached villas, 440 detached villas) totaling 283,538 m²; 263,949 m² of roads; 2,435 m² of technical infrastructure; 100% of Buong River embankments; and full site leveling.
Construction activities have since been suspended.
Despite completing basic infrastructure, the project remains inactive. To align with the adjusted C4 Sub-zone master plan approved by the Provincial People’s Committee on May 29, 2025, Aqua City sought adjustments to its investment policy, approved on September 4, 2025.
Upon completion, the project will feature 2,085 low-rise houses (231 garden townhouses, 1,151 townhouses, 203 semi-detached villas, 500 detached villas); 2,595 apartments with commercial services; a shopping center; a marina; and a 100-bed hospital.
