Accelerating Progress: Launching a 100-Day Race to Complete Ho Chi Minh City’s Ring Road 3 Project

On September 25th in Ho Chi Minh City, Deputy Prime Minister Mai Văn Chính chaired a meeting with ministries, sectors, and local authorities to discuss the progress made in resolving challenges and obstacles faced by component projects under the Ho Chi Minh City Ring Road 3 project, as overseen by Inspection Team No. 7.

Earlier that morning, the Deputy Prime Minister and the working group inspected and received reports on the implementation of the HCMC Ring Road Project Phase 5 (DATP 5) at the Tan Van intersection and Binh Goi bridge, part of DATP 5 and DATP 1.

During the meeting, Deputy Minister of Construction Bui Xuan Dung reported on the achievements.

Regarding land clearance and utility relocation: High-voltage power lines are still being relocated, but according to the investor’s report, this does not affect construction. This includes one location at the Tan Van intersection (HCMC), where HDPE pipe installation and 23/55 concrete pile foundations have been completed.

Eight locations in DATP 3 (Dong Nai Province) are under construction at 3/8 sites, with the remaining 5 facing land clearance issues. One location in DATP 7 (Tay Ninh Province) has completed 6/8 column foundations. Completion is expected by October 2025, delayed from the Deputy Prime Minister’s directive of September 15, 2025.

On materials: According to investor reports, Dong Thap and Vinh Long Provinces have approved all 16 sand mining sites, meeting project requirements and resolving previous challenges.

On construction progress: DATP 1, 3, and 5 have completed 46-57% of contract value, while DATP 7 has reached 78%. DATP 1 and 7 are on schedule, but DATP 3 and 5 are 4-10% behind. From August 18 to September 23, 2025, the project achieved approximately 6% of the contract value.

Regarding the Tan Van intersection improvement plan: HCMC authorities have directed DATP 1 investors to study integrating the intersection’s completion into DATP 1.

HCMC agencies are reviewing investor proposals for submission to the City Committee for approval.

On disbursement: In 2025, VND 10,391 billion was allocated, including VND 5,021 billion from the central budget and VND 5,370 billion from local budgets. Disbursement to date is VND 3,750 billion (36% of the total).

Investors aim to disburse all 2025 funds, but progress is slow. DATP 5 (formerly Binh Duong) has disbursed only 23%, prompting the investor to propose adjustments to align with construction plans.

At the meeting, Deputy Prime Minister Mai Van Chinh stressed that HCMC Ring Road 3 is a national key project of strategic significance, requiring strong commitment and decisive action for substantial completion by late 2025.

He acknowledged positive progress, including material supply resolution and timely execution of DATP 1 and 7 components.

However, challenges remain: High-voltage line relocation is incomplete, with 8 sites in Dong Nai (DATP 3), 1 in HCMC (DATP 5), and 1 in Tay Ninh (DATP 7) pending. DATP 3 and 5 construction lags 4-10%, and 4.6 km of DATP 5 is behind schedule. The Tan Van intersection plan lacks formal approval.

To meet deadlines, the Deputy Prime Minister outlined key tasks:

HCMC must complete high-voltage line relocation at Tan Van, finalize its improvement plan, and ensure synchronized implementation. Traffic management and safe construction on weak soil foundations are critical.

Dong Nai Province should resolve land issues and relocate 8 high-voltage lines to accelerate construction.

Tay Ninh Province must relocate the remaining high-voltage line and expedite final works.

All localities must ensure material supply for the project.

Investors must update Gantt charts, launch a 100-day sprint, and ensure 24/7 construction to meet the December 19 inauguration deadline.

Contractors should deploy additional labor and equipment for round-the-clock work. Investors must disburse funds promptly upon completion, targeting 100% disbursement by year-end.

Given the workload, the Deputy Prime Minister urged all stakeholders to intensify efforts, accelerate construction, and ensure project completion in 2025 while preventing waste and corruption.
