Ho Chi Minh City and Tay Ninh Explore Dredging Saigon River for Sand to Construct Ring Road 4

Ho Chi Minh City and Tay Ninh Province have agreed to jointly study the dredging of the Saigon River, aiming to harness its sand resources for the construction of Ring Road 4, slated to begin in 2026.

On the afternoon of September 25th, during a press conference on Ho Chi Minh City’s socio-economic situation, Mr. Do Ngoc Hai, Head of the Department of Infrastructure Management and Operation (Ho Chi Minh City Department of Construction), announced that Ho Chi Minh City and Tay Ninh Province will collaborate on a plan to dredge the Saigon River. The primary goal is to extract sand from the riverbed to serve as construction material for the Ring Road 4 project.

Mr. Hai revealed that during a regional cooperation meeting between Ho Chi Minh City and Tay Ninh on September 24th, both localities agreed to explore sand dredging and extraction in specific areas along the Saigon River.

Initially, relevant units will conduct on-site surveys to determine the sand reserves and assess its quality for construction suitability before finalizing a detailed plan.

The Ho Chi Minh City Ring Road 4 project spans a total length of 159 km, passing through five provinces and cities (pre-merger): Ba Ria – Vung Tau (18.23 km), Dong Nai (46.08 km), Ho Chi Minh City (20.5 km), and Long An (74.5 km). The section through the former Binh Duong Province, measuring 47.95 km, is an independent project previously approved by the Provincial People’s Council. The Ho Chi Minh City People’s Committee plans to commence the project in 2026 and complete it by 2029.

Ring Road 4 is designed as an inter-regional expressway, connecting major routes such as Bien Hoa – Vung Tau, Ho Chi Minh City – Long Thanh – Dau Giay, Ho Chi Minh City – Thu Dau Mot – Chon Thanh, Ho Chi Minh City – Moc Bai, and Ho Chi Minh City – Trung Luong. This road will enhance the transportation network, linking Ho Chi Minh City with the Southeast, South Central, Southwest, Central Highlands regions, and extending connectivity to Cambodia.

As proposed by the Government, the project will start at the Toc Tien – Chau Pha intersection (the junction of Bien Hoa – Vung Tau Expressway and Provincial Road 992) and end at the Hiep Phuoc Port area in Ho Chi Minh City, with a total length exceeding 207 km.

In the first phase, the project will be developed with a 4-lane expressway design, accommodating speeds up to 100 km/h. Upon completion, the road will expand to 8 lanes with parallel service roads on both sides.
