Thanh Hóa Ranks 9th Nationally with Over 44 Trillion VND in Budget Revenue in First 9 Months

According to the Thanh Hoa Province Electronic Information Portal, on September 25th, Chairman of the Provincial People’s Committee Nguyen Hoai Anh chaired the regular September meeting to discuss and decide on key socio-economic matters.

The draft report highlights that in the first nine months of the year, the province’s socio-economic performance has shown positive and comprehensive progress across various sectors. Notably, the economy has maintained steady growth, agriculture has developed sustainably, and industrial production and services have surged compared to the same period last year. Budget revenue remains robust, despite the implementation of tax exemptions, reductions, and deferrals, as well as land rent waivers in various localities. The Provincial Competitiveness Index (PCI) has also seen significant improvement.

For 2025, Thanh Hoa aims to achieve a growth rate of 11% or higher, contributing to the national GDP growth target of 8.3-8.5% as outlined in Government Resolution No. 226/NQ-CP dated August 5, 2025. To meet this goal, the draft report proposes 11 key task groups for relevant sectors, localities, and units.

Following the discussion, Chairman Nguyen Hoai Anh praised the notable achievements across sectors, particularly the streamlining of the local administrative apparatus and the timely reorganization of the two-tier local government system in line with central directives.

He also highlighted the province’s impressive budget revenue growth, which has surpassed central targets. Specifically, as of September 30th, budget revenue is estimated at VND 44,067 billion, reaching 97% of the target and increasing by 3.6% year-on-year, ranking 9th nationally.

Additionally, the quality of cultural and social activities in Thanh Hoa has continued to improve, social welfare policies have been implemented promptly, and the campaign to eliminate temporary and dilapidated housing has been completed as planned.

However, Chairman Hoai Anh noted that several targets remain challenging, including improving the investment environment, disbursing public investment capital, and addressing the shortage of construction materials.

Looking ahead, the Chairman urged all sectors and localities to adhere to their 2025 plans and the 11 key tasks, while addressing the limitations and shortcomings identified by relevant authorities.

He emphasized that, between now and year-end, all levels must focus on accelerating public investment capital disbursement, finalizing settlements for completed projects, and expediting progress on large-scale projects.

The Chairman directed departments, agencies, and investors to proactively review projects and develop monthly disbursement plans for the upcoming period. He also requested proposals for handling pending public investment projects, to be submitted to the Provincial People’s Committee for review. During implementation, sectors and localities must resolve issues within their jurisdiction and report those beyond their authority to the Provincial People’s Committee for timely resolution.

Regarding public investment disbursement, the Chairman suggested solutions such as addressing material supply shortages and improving compensation support for land clearance.

Furthermore, Chairman Nguyen Hoai Anh called on all departments, agencies, and localities to enhance administrative reforms and digital transformation, strengthen discipline and administrative order, and ensure individual and collective accountability to create a transparent and investor-friendly environment for the province’s development.
