Urgent Completion of Proposals for the Restructuring of State-Owned Enterprises and Public Service Units

The Politburo and the Secretariat have mandated the Government Party Committee to oversee and direct ministries, ministerial-level agencies, and government bodies in expeditiously finalizing proposals for the reorganization of public service units, state-owned enterprises, and internal structures within enterprises under their respective jurisdictions. These proposals must align with the current circumstances and be completed by October 2025.

Reducing Unnecessary Reports, Documents, and Meetings

The Politburo and the Secretariat emphasize the need to promptly address difficulties, resolve inconsistencies, overlaps, and contradictions in regulations related to the new apparatus, especially at the grassroots level. They urge continued administrative procedure reforms, reduction of unnecessary reports, documents, and meetings; enhanced inspections, guidance, and professional training; further streamlining of internal apparatus; and urgent rearrangement of commune-level officials and civil servants. The goal is to ensure smooth, effective, and efficient operations under the principle of “new must be better than old, actions must match words, and unity must serve the people,” without disrupting public services or neglecting tasks.

The Politburo and the Secretariat have tasked the Party Committee for Government Affairs, the Government, and relevant agencies to closely coordinate with the Party Committee for the National Assembly in implementing tasks related to institutional development and improvement as assigned in resolutions, conclusions, and plans of the Party Central Committee, the Politburo, and the Secretariat. These tasks are also outlined in Plan No. 56-KH/BCĐ.

Completing Proposals for Public Service Unit and State-Owned Enterprise Restructuring

The Party Committee for Government Affairs is to rigorously implement Conclusion No. 192-KL/TW of the Politburo and the Secretariat, particularly by thoroughly assessing the feasibility of decentralization, delegation, and authority delineation in management. They are to propose timely solutions for bottlenecks, amend and promptly issue government decrees related to the two-tier local government model, and review and adjust the organizational structure of specialized departments at provincial and grassroots levels.

Additionally, the Party Committee for Government Affairs is to guide the completion of provincial, communal, and special zone development plans by October 30, 2025. Ministers, provincial party secretaries, and chairpersons of People’s Committees are responsible for addressing issues identified in reports by the Central Organization Commission and the Central Inspection Commission within their jurisdictions. Clear responsibilities and deadlines must be set, with overdue administrative procedures resolved by October 15, 2025. Direct inspections and evaluations of tasks at the grassroots level are to be conducted to provide timely guidance.

The Party Committee for Government Affairs is to lead ministries and agencies in promptly amending, supplementing, and issuing simplified administrative procedures for delegated tasks at provincial and communal levels, ensuring ease of implementation and inspection. Training programs are to be organized to equip provincial and communal officials with the necessary skills for effective task execution.

The Ministry of Science and Technology, the Ministry of Public Security, and relevant agencies are to collaborate with the Vietnam Fatherland Front (VFF) and socio-political organizations to integrate the VFF and socio-political organizations’ databases with the National Population Database, the National Shared Database, and sectoral open databases, in line with their functions and tasks.

“The Ministry of Home Affairs is to urgently submit to the Government a Decree on administrative unit standards, administrative unit classification, and urban classification for issuance in October 2025. They are also to finalize the Salary and Allowance Scheme and report to competent authorities for unified application across the political system. Ministries, ministerial-level agencies, and government agencies are to complete proposals for restructuring public service units, state-owned enterprises, and their internal apparatus under their management by October 2025,” the Politburo and the Secretariat instructed.

The Politburo and the Secretariat have also tasked the Party Committee for Government Affairs with identifying and holding accountable organizations and individuals for non-compliance with conclusions and delays in policy implementation for officials retiring as per regulations. A report is to be submitted to the Politburo via the Central Organization Commission by October 15, 2025. Guidance is to be provided for payment of entitlements to officials and civil servants who retired or resigned before August 31, 2025, with payments completed by October 15, 2025.

Reporting on the Restructuring of Socio-Political Organizations and Mass Associations

The Politburo and the Secretariat have directed the Party Committee of the VFF and central-level socio-political organizations to report on the restructuring of all socio-political organizations and mass associations under the Party and State’s mandate at central and provincial levels, including the establishment of corresponding party organizations. They are also to review and restructure media agencies under the VFF, socio-political organizations, and mass associations, and to refine the organizational model and operations of the Vietnam Cooperative Alliance and the Vietnam Chamber of Commerce and Industry in the new context. Reports are to be submitted to the Politburo and the Secretariat for decision-making in the first week of October 2025.

The Politburo and the Secretariat require ministers, heads of ministerial-level agencies, and local party secretaries to directly address issues within their jurisdictions, assigning clear responsibilities and deadlines for resolution.

Specifically, the deployment and rearrangement of officials and civil servants, ensuring sufficient specialized staff at the grassroots level, must be completed by October 15, 2025. Payment of entitlements to officials and civil servants who retired or resigned before August 31, 2025, must also be finalized by October 15, 2025. A review of the official workforce before and after administrative unit restructuring and the implementation of the two-tier local government model is to be conducted, identifying shortages, surpluses, causes, and solutions, with a focus on the rearrangement of former district and commune officials. A report is to be submitted to the Politburo via the Central Organization Commission by October 15, 2025.
