Vingroup Launches Construction of Tan Trao Industrial Park and Hai Phong LNG Thermal Power Plant

On September 26, 2025, Vingroup officially broke ground on the first phase of the Tan Trao Industrial Zone Infrastructure Development Project, alongside the Hai Phong LNG Thermal Power Plant—the largest in Vietnam and a global leader in capacity. This milestone underscores Vingroup’s pioneering role in advancing industrial infrastructure, seamlessly integrated with large-scale energy projects of international caliber.

The groundbreaking ceremony was graced by the presence of Mr. Pham Minh Chinh, Member of the Politburo and Prime Minister of the Socialist Republic of Vietnam; Mr. Nong Duc Manh, former Member of the Politburo and former General Secretary of the Central Committee of the Communist Party of Vietnam; Mr. Nguyen Minh Triet, former Member of the Politburo and former President of the Socialist Republic of Vietnam; Mrs. Nguyen Thi Kim Ngan, former Member of the Politburo and former Chairwoman of the National Assembly of Vietnam; Mr. Phan Dien, former Member of the Politburo and former Permanent Secretary of the Party Central Committee; Mr. Le Tien Chau, Member of the Party Central Committee and Secretary of the Hai Phong City Party Committee; along with representatives from various Central and Hai Phong City authorities.

The Tan Trao Industrial Zone Infrastructure Development Project, spearheaded by Vinhomes Hai Phong Industrial Park Investment Joint Stock Company, spans nearly 227 hectares in Kien Hung and Nghi Duong communes. The initial phase boasts an investment of over VND 4 trillion.

Scheduled for completion by Q2 2030, the Tan Trao Industrial Zone will emerge as a hub for advanced industries and technologies, attracting diverse sectors such as electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy, and renewables. It is poised to attract a highly skilled workforce from across Vietnam and internationally.

With its scale, strategic location, and integrated development vision, the Tan Trao Industrial Zone is set to become a key growth driver, enhancing Hai Phong’s investment appeal and establishing itself as a model industrial center nationwide.

The Hai Phong LNG Thermal Power Plant Project, located within the Tan Trao Industrial Zone, is a joint venture between Vingroup and VinEnergo JSC, covering nearly 100 hectares with a total investment exceeding VND 178 trillion.

Expected to commence operations by late 2030, the plant will generate 9.6 billion kWh annually (Phase 1) and 19.2 billion kWh annually (Phase 2), powering the entire Tan Trao Industrial Zone while significantly contributing to the national grid. This project aims to reduce reliance on traditional energy sources and support grid stability.

With a designed capacity of 4,800 MW (1,600 MW in Phase 1 and 3,200 MW in Phase 2), it will be Vietnam’s largest thermal power plant, as outlined in the Government’s Power Master Plan VIII, and among the world’s leading LNG-based power plants.

LNG-generated electricity offers substantial environmental benefits, including minimal SO₂ emissions, no dust, and lower NOx levels compared to coal or oil-based power. This project marks Vingroup’s strategic shift toward clean energy, fostering sustainable economic development.

Addressing the ceremony, Prime Minister Pham Minh Chinh remarked, “Today, Hai Phong launches two pivotal projects. We are restructuring our economy to increase the share of industry and services while reducing agriculture’s contribution. Our growth model now emphasizes green, digital, circular, and creative innovation. These projects align with our vision, leveraging science and technology for rapid, sustainable development and strategic autonomy.”

This integrated model enhances investment appeal and drives sustainable growth, aligning with Vietnam’s industrialization and modernization goals.”

Previously, Vingroup established the VinFast automobile manufacturing complex in Cat Hai (June 2019), significantly contributing to Hai Phong’s GRDP growth and positioning it as a northern economic powerhouse.
