186 Flights Disrupted by Typhoon No. 10

According to the Ministry of Construction's statistics from 6 a.m. to 3 p.m. on September 28, a total of 186 flights were affected by Typhoon No. 10. Fortunately, no casualties or damage to aviation infrastructure have been reported.

The Ministry of Construction has released updates on traffic conditions in provinces and cities where Typhoon Bualoi (Typhoon No. 10) is expected to make landfall.

According to the Ministry’s data, as of 4:00 PM on September 28, Typhoon No. 10 is approaching the mainland. Affected routes include National Highway 8C in Ha Tinh Province, where a deep culvert at Km133+304 is flooded with an average water level of 60cm, causing traffic congestion. Barriers and warning signs have been installed, with personnel stationed at both ends to ensure safety. The road is expected to reopen by 7:00 PM on September 28.

Due to the typhoon and heavy rainfall, areas from Thanh Hoa to Da Nang are experiencing intense rain and strong winds, impacting the infrastructure of the Hanoi-Ho Chi Minh City railway line.

Specifically, at Km466+610 (south of Tunnel No. 5, Lac Son-Le Son section), rocks fell from a high mountain onto the railway, breaking one sleeper and deforming a 12.5-meter rail on the right side.

At Tunnel No. 6 (Km725+210), a large section of the stone wall in compartment 18 (left side) collapsed, with debris falling and risking further landslides, compromising train safety. The section was blocked at 1:00 PM on September 28 for repairs, with the track restored by 2:20 PM the same day.

Additionally, several compartments are experiencing severe water seepage on walls and tunnel arches. Prolonged heavy rain and thunderstorms have damaged railway signaling equipment at multiple locations.

Vietnam Railways Corporation has directed units to inspect railway infrastructure, assess damage, and promptly implement repair plans to clear obstructions and restore operations. Resources and personnel are being mobilized to ensure swift recovery, with continued patrols and monitoring of critical areas such as bridges, tunnels, vulnerable tracks, and signaling systems to maintain safety and communication.

In aviation, on September 27, the Civil Aviation Authority of Vietnam ordered the closure of Dong Hoi Airport (Quang Binh Province) from 1:00 PM to 10:00 PM on September 28; Tho Xuan Airport (Thanh Hoa Province) from 10:00 PM on September 28 to 7:00 AM on September 29; Phu Bai International Airport (Hue City) from 8:00 AM to 2:00 PM on September 28; and Da Nang International Airport from 6:00 AM to 11:00 AM on September 28.

Based on the typhoon’s progression on September 28, the Authority allowed Da Nang International Airport to reopen at 10:00 AM (one hour earlier than initially announced), extended the closure of Phu Bai Airport until 5:00 PM on September 28, and extended Dong Hoi Airport’s closure until 3:00 AM on September 29.

From 6:00 AM to 3:00 PM on September 28, the Ministry of Construction reported 186 flights affected by Typhoon No. 10, with no casualties or infrastructure damage in aviation.

Specifically, Da Nang International Airport recorded 8 cancellations, 51 delays, 6 diversions, and 17 flights on hold; Phu Bai International Airport canceled 28 flights; Dong Hoi Airport canceled 2 flights; and Tho Xuan Airport canceled 4 flights and advanced 6 flights. Airlines coordinated to reroute 64 flights to avoid the typhoon.

The Ministry of Construction has instructed agencies and units to maintain 24/7 monitoring of Typhoon No. 10’s movement to ensure timely response measures.
