Aspiring Asian Metropolis: A Vietnamese City of Over 4 Million Strives for Livability and Regional Development

According to the Government’s Electronic Information Portal, the Can Tho City Party Congress officially concluded on the morning of September 28th after three days of sessions. During the Congress, 100% of the attending delegates unanimously adopted the Resolution of the 1st Can Tho City Party Congress for the term 2025-2030, outlining 28 specific targets, 5 key tasks, and 3 breakthrough areas.

As per the draft Resolution, Can Tho City aims to become a national growth hub by 2030, serving as a driving force for regional development. By 2045, the city aspires to be an ecological, civilized, and modern metropolis, striving to be among Asia’s well-developed cities and one of Vietnam’s most livable cities.

The Resolution outlines 5 key tasks:

First, urgently review, supplement, and adjust the overall planning for socio-economic development, urban and rural planning, and sector-specific planning.

Second, strengthen Party building and rectification, build the political system, and streamline the administrative apparatus. Reorganize local governments to align with new administrative units, continue to reduce and strategically assign personnel, especially leaders capable of meeting the task’s demands.

Third, propose amendments to special mechanisms and policies, resolutely remove bottlenecks and barriers.

Fourth, shift the growth model and restructure economic sectors, relying primarily on science, technology, and innovation as key drivers.

Fifth, continue to improve mechanisms and policies to attract investment and create a favorable business environment for private sector development.

The Resolution identifies 3 breakthrough areas:

First, enhance the attraction, training, and development of human resources, particularly high-quality talent. Strengthen research, application of science and technology, innovation, and digital transformation across all sectors. Expand international cooperation to attract resources for socio-economic development and promote Can Tho’s image regionally and globally.

Second, develop socio-economic infrastructure, with a focus on transportation, information technology, digital infrastructure, and industrial zones. Attract investment to build modern logistics centers linked to seaports and international airports.

Third, renew the mindset and unify the awareness and actions of party committees, authorities, the entire political system, businesses, and the public regarding the role of the private sector. Focus on consolidating and developing private enterprises, improve mechanisms, policies, and administrative reforms to enhance the investment and business environment.

At the Congress, Mr. Do Thanh Binh, Secretary of the Can Tho City Party Committee for the 2020-2025 term, stated that a new term has begun, and Can Tho’s aspirations align with the nation’s ambition for strength and prosperity.

Mr. Binh emphasized that with resilience, a glorious revolutionary tradition, and a strong desire to rise, Can Tho will undoubtedly overcome all challenges and successfully achieve the goals and tasks entrusted by the Party and the people.

Resolution No. 202/2025/QH15 of the National Assembly on the rearrangement of administrative units at the provincial level specifies: merging the entire natural area and population of Can Tho City, Hau Giang Province, and Soc Trang Province into a new city named Can Tho City.

After the rearrangement, Can Tho City will have a natural area of over 6,360 km² and a population of nearly 4.2 million. The city will border An Giang, Dong Thap, Ca Mau, Vinh Long provinces, and the East Sea.
