Recently, the Project Management Unit for the Investment and Construction of Transport Works in Son La Province announced the results of the contractor selection for Package No. 26: Construction of the Km53 – Km63+500 section. This package is part of the project to invest in and construct the Hoa Binh – Moc Chau Expressway (within Son La Province’s jurisdiction).
Specifically, the bid closing results on August 13, 2025, revealed that four highly competitive joint ventures participated. Ultimately, the joint venture between Son Hai Group Co., Ltd. and Construction Corporation No. 479 Hoa Binh was selected as the winning bidder, with a bid of 1.153 trillion VND. This was the lowest bid, nearly 490 billion VND less than the estimated budget of 1.643 trillion VND (a 28% reduction). Son Hai Group’s joint venture outbid even the closest competitor, Deo Ca Group’s joint venture, which bid 1.536 trillion VND.
Meanwhile, the joint ventures led by Hoa Hiep Co., Ltd. and Khang Nguyen Infrastructure Construction JSC bid 1.315 trillion VND and 1.360 trillion VND, respectively.
During the bidding period, the investor responded to two rounds of clarifications from bidders regarding equipment requirements and road bridge experience, and addressed 90 requests for clarification on the bidding documents.
Package No. 26 covers over 10 km of mountainous terrain. The local authorities and investors have cleared more than 3 km of land, allowing the contractor to begin construction after signing the contract in early October 2025. This package attracted significant interest from experienced contractors. In fact, all four bidders are major construction companies in Vietnam.
A representative from Son Hai Group stated that the contractor is negotiating the contract with the investor and is fully prepared to start construction immediately.
According to Dau Thau Newspaper, a bidding officer from the Project Management Unit for Transport Works in Son La Province reported that the project has a total investment of 4.445 trillion VND, divided into three construction packages: No. 28, No. 27, and No. 26.
Package No. 28, covering the Km74+500 – Km85+300 section, began construction in May 2025 and is currently on schedule. The winning bidder for this package is the joint venture between Tu Lap Construction Co., Ltd., Hoang Son Energy Construction and Trade Investment JSC, and Khang Nguyen Infrastructure Construction JSC. Their winning bid was 1.210 trillion VND, 17.2% below the estimated budget, the lowest among the three bidders.
For Package No. 27, covering the Km63+500 – Km74+500 section, the investor is evaluating bids and expects to finalize the contractor selection by early October 2025. This package is also seeing fierce competition among construction companies.
The Significance of the Hoa Binh – Moc Chau Expressway

The Hoa Binh – Moc Chau Expressway spans approximately 85 km. The Hoa Binh Province section, about 53 km long, began construction in late 2024. The Son La Province section, approximately 32 km long, commenced on May 18, 2025, with a total investment of 4.445 trillion VND.
Once completed, the expressway will pave the way for the Hanoi – Hoa Binh – Son La – Dien Bien Expressway as per the approved plan. It will also integrate with Son La Province’s external transport network, connecting the Northwest region to Hanoi, the Northern Key Economic Region, and international border gates and ports like Lach Huyen.

The expressway will reduce congestion on National Highway 6, facilitate trade and tourism, enhance transport capacity, and promote socio-economic development and national defense in the region.
On September 26, Vice Chairman of Son La Province People’s Committee Dang Ngoc Hau chaired an online meeting with departments, agencies, and localities regarding land clearance for the Hoa Binh – Moc Chau Expressway project. He urged To Mua and Van Ho communes to encourage residents to clear crops and assets by October 10, with relocation to storage areas by October 15 for auctioning.
He also directed the Project Management Unit to promptly recover and liquidate forest assets, prepare auction procedures, and prevent asset loss. The Department of Construction was tasked with supporting resettlement sites, aiming to relocate residents by October 20.
