Masterise Homes, renowned for its luxury segment, is now venturing into the social housing sector alongside other real estate developers. They are launching a groundbreaking 4,000-billion-VND project in Bac Ninh, marking a significant expansion in their portfolio.

The People’s Committee of Bac Ninh Province has recently approved the investment policy for the Social Housing Project No. 02 in Urban Areas 11 and 12, Tan Tien Ward.

According to the plan, the project will be implemented on a 7.2-hectare plot of land (OXH-02) with a total investment of approximately VND 4,062 billion, including VND 1,300 billion in owner’s equity.

The project comprises 12 social housing buildings ranging from 15 to 21 stories, each with a basement, providing around 3,100 apartments sized between 44–77 m². Apartments larger than 70 m² will not exceed 10% of the total. Additional facilities include two floors for commercial services (over 28,000 m²), parking areas, public spaces, and landscaped gardens. The estimated population is 7,500 residents.

The project is expected to complete all procedures and commence operations within 80 months from the handover date to the investor.

The project is jointly developed by ACD Investment Management JSC, Masterise Homes Real Estate Development LLC, and Phuc Dong Housing Development JSC.

Masterise Homes, a member of Masterise Group, is renowned for developing luxury and high-end apartments in Hanoi, Da Nang, and Ho Chi Minh City. Its CEO and legal representative is Mr. Ho Anh Minh, the son of Techcombank Chairman Ho Hung Anh.

Phuc Dong Housing Development specializes in real estate, headquartered in Hanoi. They are behind the Hope Residences social housing project in Phuc Loi Ward, Hanoi.

Bac Ninh has emerged as a national leader in social housing development.

In addition to the Tan Tien project, Bac Ninh has recently launched several other social housing initiatives.

Yesterday (September 27), the province commenced two projects. The Component Project No. 3 for the repair and upgrade of the Bac Hung Hai irrigation system (Phase 2), managed by Bac Ninh’s Traffic and Agriculture Project Management Board No. 2, has a total investment of VND 537 billion.

The Commercial Apartment Project at CT3 Lot, part of the detailed planning for the residential area along Xuong Giang Street, is developed by Dat Vuong Real Estate Investment JSC. It features a 25-story building with two basements, covering 2,950 m² and a total floor area of 74,713 m², with an investment of VND 1,057 billion.

On September 25, the Vietnam General Confederation of Labor broke ground on the Trade Union Social Housing Project in Viet Yen Ward.

According to the Trade Union Project Management Board (the investor), the project is located in the Ho Cong Du residential area, Viet Yen Ward, with a 10-story building (total floor area over 30,100 m²), offering 477 enclosed rental apartments. A three-story parking facility (over 3,000 m²) is also included. The total investment is VND 388 billion, with completion expected by June 2027.

Amid growing housing demand from industrial zone workers, Bac Ninh has become a national leader in social housing development. The province currently has 77 social housing projects underway, covering approximately 280 hectares and expected to supply around 114,400 apartments.

Under the Prime Minister’s scheme to build at least 1 million social housing units from 2021–2030, Bac Ninh is tasked with developing 147,100 units, accounting for over 14% of the national target.

During a meeting with Minister of Construction Tran Hong Minh and the ministry’s delegation, Mr. Vuong Quoc Tuan, Chairman of Bac Ninh People’s Committee, emphasized that Bac Ninh aims to become a centrally governed city by 2028 at the latest.

To achieve this, the province has identified 11 key development areas for the new era, focusing on spatial expansion. A key project is the Gia Binh International Airport, for which Bac Ninh is committed to fulfilling all government-assigned tasks.

Additionally, the province has launched a 60–80 day campaign to clear all agricultural land, relocate over 82,000 households, and ensure residents receive new housing within 5–6 months. Social infrastructure will be completed within six months of land acquisition, and compensation payments will be prioritized in the next 1.5 months.

To adjust the urban master plan, the provincial chairman requested the Minister of Construction to expedite the submission of a resolution on urban classification to the Government and National Assembly. This is crucial for Bac Ninh to meet the criteria for becoming a centrally governed city as soon as possible.
