Final Session of the Term: National Assembly to Focus on Personnel Appointments

At the 10th session, the National Assembly, led by Chairman Trần Thanh Mẫn, will undertake a comprehensive agenda, including personnel adjustments, oversight activities, and the most extensive legislative workload since the term began.

National Assembly Chairman Tran Thanh Man presided over the closing session of the 49th meeting of the National Assembly Standing Committee this morning.

Over more than 5 days, the National Assembly Standing Committee reviewed 34 items, primarily focusing on providing feedback on draft laws to be submitted for consideration and approval at the 10th session.

Regarding the 10th session in October, the National Assembly Chairman emphasized the immense workload and its special significance, not only addressing routine year-end matters but also summarizing the entire term’s work. The session will adopt several critical resolutions to guide the upcoming phase.

It is anticipated that the National Assembly will pass nearly 50 laws and resolutions, including many pivotal resolutions to promptly institutionalize the Party Central Committee’s new policies on education, healthcare, and international integration.

“This is the largest legislative workload since the term began, far surpassing that of the 9th session,” the National Assembly Chairman noted.

Absolutely No Room for Superficial Work

In preparation for the session, the National Assembly Chairman requested that the Standing Committee, at its October meeting, review and provide feedback on 16 draft laws and 3 draft resolutions. These drafts have a solid political and legal foundation. Additionally, the meeting will reserve time to review 10 draft laws and 2 draft resolutions that the Government has proposed to add.

The National Assembly Chairman urged the Government and relevant agencies to closely follow the agenda, collaborate closely, and submit documents early to allow National Assembly bodies to begin their research promptly. He also emphasized the urgent need to finalize and submit official documents to the Standing Committee members.

The 10th session is expected to review a 5-year summary report on the implementation of national target programs and plans, approve investment policies for key programs, and address personnel matters, oversight, and public petitions.

The National Assembly Chairman further noted that the 10th session will introduce significant changes in organization, including not dividing the session into two phases and eliminating mid-session breaks. Related content groups will be discussed together, further reducing presentation times for proposals and reports.

He urged agencies to maximize every day and hour, working urgently in the final stretch but absolutely avoiding superficial work, ensuring that all submitted documents are complete, rigorous, and thoroughly reviewed.

“We must ensure the 10th session’s success with high responsibility, maintaining discipline, quality, and efficiency,” the National Assembly Chairman emphasized.

He added that in October, the 13th Plenary Session of the Party Central Committee will also take place. Therefore, agencies should pay special attention, proactively advise, and prepare early to submit content for the National Assembly’s review. They should also promptly incorporate the Central Committee’s guidance to refine economic and social content.

Many New, Complex, and Unprecedented Issues

Earlier, the National Assembly Standing Committee provided feedback on the draft summary report of the 15th term’s work for the National Assembly and its Standing Committee.

The workload and pressure have increased manifold compared to previous terms, with many critical issues and new, complex, unprecedented content.

The National Assembly has strongly enhanced its role in institutional and legal development, particularly the timely amendment and supplementation of the 2013 Constitution to institutionalize the Party’s major policies. This includes reorganizing state machinery to be “streamlined, effective, efficient, close to the people, and practical.”

Legislative activities have seen significant innovation in methodology, mindset, and drafting processes, with proactive and early preparation. Oversight activities have been strengthened and made more substantive, and decision-making on national issues has been fundamentally renewed. The organization of National Assembly sessions has been improved, becoming more flexible and adaptive to practical needs.

Additionally, the National Assembly’s external relations have been consolidated and promoted bilaterally and multilaterally, deepening engagement at various levels.

The National Assembly has set an example in reorganizing its machinery and proactively implementing tasks, ensuring quality and progress.
