On the morning of September 29th, the Hanoi People’s Council (HPC) opened its 26th specialized session of the XVI term (2021-2026) to review and decide on critical matters within its jurisdiction.
In his opening remarks, HPC Chairman Nguyen Ngoc Tuan announced that the session would last one day, focusing on four key issues.
Specifically, the council will address challenges and obstacles to meet the requirements of the city’s two-tier local government model.
Additionally, the HPC will review eight crucial resolutions to implement the 2024 Capital Law. Notably, these include policies to foster science, technology, innovation, and creativity, aligning with Resolution No. 57 of the Politburo on national digital transformation and innovation.

The council will also adjust the 2025 public investment plan, update the 2021-2025 medium-term public investment plan, and endorse the proposal to the Prime Minister for the project connecting Ring Road 4 with Ring Road 5.
Other resolutions cover transportation, judiciary policies, and allowances for grassroots security forces.
Previously, the HPC Standing Committee announced 26 agenda items, including four investment projects proposed by the People’s Committee. However, three projects were withdrawn this morning: the Tran Hung Dao Bridge adjustment, the Gia Binh Airport connector road, and the To Lich River park renovation.

The People’s Committee will resubmit these projects with complete documentation at the next session, ensuring compliance with regulations.
Earlier, the People’s Committee submitted proposals for four projects:
1. To Lich River park renovation by the Sun Group (VND 4.67 trillion, BT contract with land payment).
2. Gia Binh Airport connector road (PPP/BT, VND 32.97 trillion, 2025-2026, land payment).
3. Tran Hung Dao Bridge (adjusted length: 4.18km, VND 15.967 trillion, PPP/BT with land payment).
