On September 29th, during the fourth session of the 10th Ho Chi Minh City People’s Council, a resolution was passed to adjust the investment policy for the upgrade and expansion of Nguyen Duy Trinh Road (from Ring Road 2 to the entrance of Phu Huu Industrial Zone).
The project investor has been changed from Urban Traffic Management Zone No. 2 to the Project Management Unit for Traffic Construction Investment.

The project location has been adjusted from District 2 to Long Truong Ward. The total investment has been revised from over 832 billion VND to more than 1,859 billion VND, and the project category has been changed from Group B to Group A.
The project timeline has been extended from 2017-2021 to 2017-2028. In Q2 and Q3 of 2025, the investment policy adjustment decision will be prepared and submitted. In Q3 and Q4 of 2025, surveys, feasibility study reports, and adjustments will be conducted, appraised, and approved.
In Q1 and Q2 of 2026, surveys and construction design drawings will be prepared and approved. Compensation, support, and resettlement will take place in Q1 and Q4 of 2026. Contractor selection for construction will occur in Q3 and Q4 of 2026.
Construction will commence from Q4 of 2026 to Q4 of 2027, with completion expected by the end of 2027. In 2028, acceptance dossiers and settlement documents will be prepared.
According to the Ho Chi Minh City People’s Committee, the project to upgrade and expand Nguyen Duy Trinh Road (from Ring Road 2 to the entrance of Phu Huu Industrial Zone) was initially approved in late October 2019, with a timeline adjustment approved in April 2022.
However, as land clearance compensation has not yet been implemented, there is no available land for construction. The total investment has increased significantly compared to the original plan approved by the City People’s Council.
The upgrade and expansion of Nguyen Duy Trinh Road will enhance the local transportation network and alleviate traffic congestion in the area.
