Ho Chi Minh City Plans to Halt Free Shuttle Services for Officials and Civil Servants Starting October 1st

The Ho Chi Minh City Department of Construction has proposed discontinuing the free shuttle service for officials and civil servants starting October 1st, citing the existing rental subsidy policy as a sufficient alternative.

The Department of Construction of Ho Chi Minh City (HCMC) has submitted a proposal to the People’s Committee of HCMC regarding the transportation plan for officials, civil servants, and employees post-administrative restructuring.

In recent months, the Department of Construction has coordinated with the Public Transport Management Center and Phuong Trang Futa Bus Lines Joint Stock Company to provide shuttle services for officials and employees commuting from Binh Duong and Ba Ria – Vung Tau to the HCMC Administrative Center since July 1st.

From July 1st to September 5th, a total of 38,104 trips were recorded (21,102 from Binh Duong and 17,002 from Ba Ria – Vung Tau). On average, over 1,000 trips were made daily, serving more than 500 officials and employees regularly. By late July, commuting patterns stabilized, and users increasingly preferred the service over personal vehicles. A survey of 274 participants revealed a satisfaction rate exceeding 92%.

However, initial implementation faced challenges in consolidating and predicting daily travel demands. The fluctuating and diverse needs of users, particularly during weekends, complicated vehicle scheduling. Additionally, the significant distances between pick-up and drop-off points in HCMC limited efficient vehicle allocation.

HCMC plans to suspend free shuttle services for officials and civil servants starting October 1st.

On August 28th, the HCMC People’s Council issued Resolution No. 24, providing housing rental subsidies for affected officials and employees post-restructuring. Each eligible individual will receive a minimum of VND 4,800,000 per month.

Given this support, the Department of Construction proposes discontinuing the free shuttle service from October 1st, as the housing subsidy already addresses the needs of those commuting long distances. Continuing the shuttle service would duplicate state support.

For those still requiring transportation between Binh Duong, Ba Ria – Vung Tau, and the HCMC Administrative Center, the Department has developed two alternatives:

1. Non-subsidized bus routes connecting the administrative centers of Binh Duong and Ba Ria – Vung Tau to HCMC bus stations, with fares ranging from VND 50,000 to VND 80,000 per trip.

2. Units with consistent, high demand for shuttle services may opt to independently contract transportation providers.

Long-term plans include introducing two subsidized bus routes by 2026 to facilitate travel between Binh Duong, Ba Ria – Vung Tau, and HCMC.
